    Job Description

    We have developed a new Drupal 9 website with stakeholders and contractors at http://sanfranciscopolice.org. As an important member of the SFPD Technology Applications Group Web Services Team, you will be a key contributor in building and maintaining modern websites with the SFPD brand and exemplary user experience design to better serve our community.

    We are seeking an outstanding, experienced web developer and designer to help develop and iteratively improve the San Francisco Police Department sanfranciscopolice.org website, the Police Academy website and the San Francisco Police Commission website. Candidates must have strong skills in frontend and backend web development and be ready to collaborate with the website contractors, internal stakeholders and the community. The team member will also assist the SFPD Media Relations Unit to develop the SFPD brand through social media and other creative services. Experience in data visualizations, illustration, photography and print design desirable but not required.

    The essential duties of this position include, but are not limited to:

    • Assist in the design, development, enhancement, testing, implementation and support of the new SFPD Drupal 8 website with Department personnel and website contractors focusing on community content, design and user experience.
    • Front and backend web development, including HTML5, CSS3, JavaScript with knowledge of one or more programming languages (i.e. PHP, Ruby, NodeJS, Python, etc.)
    • Write, edit and deliver code that is thoroughly tested for performance, able to handle specified load, and can be maintained over the long-term.
    • Designing for mobile browsers and responsive development (popular frameworks like Foundation, Twitter Bootstrap, etc.).
    • Developing with web accessibility standards including Section 508 and Web Content Accessibility Guidelines (WCAG).
    • Work closely with Department personnel to continuously update and provide appropriate content for the websites.
    • Assist in reviewing and revising the schedule, budget, scope and deliverables of the SFPD Websites Project with stakeholders and website contractors.
    • Troubleshoot and resolve technical problems.
    • Validate content and edit code to remove deprecated code and inline styles on web pages.
    • Assist in content strategy, writing and editing websites and applications for improving the user experience while utilizing keywords for search engine optimization (SEO).
    • Train users and provide technical consultation to all SFPD members including non-tech sworn members of the Department.
    • Design graphics and logos as well as photo editing for website.
    • Manage and maintain organization of all digital and logo files.
    • Assist in managing domain names.
    • Perform related duties and responsibilities as assigned.
  • Qualifications

    Qualifications

    1.    EDUCATION: An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND,

    2.    EXPERIENCE: Five (5) years of experience in application or software development or programming.

    SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

    One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

    DESIRABLE QUALIFICATIONS/SKILLS:

    • Strong customer management and engagement abilities with excellent oral and written communication skills.
    • Detail oriented and exceptional organizational skills with the ability to multitask a variety of projects.
    • Expert and professional experience in Drupal CMS (Drupal 9 preferred).
    • Strong understanding of GNU/Linux (debian-based) and Shell scripting
    • Familiarity with containerization software (Docker)
    • Understanding of the following scripting and programming languages: HTML, CSS, JavaScript, PHP, Twig, JSON, YAML, Bash
    • Experience with Drupal theme and module development
    • Background in working with stakeholders, management and contractors to understand, develop and implement creative business solutions and applications.
    • Experience in planning, executing and supporting web design, content management and user experience projects.
    • Background in User Experience, User Interface and User Centered Design with a focus on both user and stakeholder needs.
    • Knowledge of web standards, design fundamentals, security standards, browser compatibility, and known issues for all major browsers and operating systems.
    • Experience working in Agile development methodology and iterative development cycles.
    • Experience creating and designing with Adobe Creative Suite Software, specifically Photoshop, InDesign, Illustrator and Acrobat.
    • Strong, modern visual design sense with skills in Graphic Design, Illustration, Photography and Photo Editing.
    • Knowledge of Social Media Marketing and designing graphics for social media.
    • Understanding of implementing data visualizations and dashboards (Tableau or similar software) on websites.
    • Experience in designing the UX/UI of police and mobile applications.
    • Experience in brand strategy, development and management with maintaining brand style guide.
    • Knowledge of videography and video editing.

    The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

    BACKGROUND INVESTIGATION: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment.     San Francisco Police Department (SFPD) job applicants would need to provide official verification consistent with the City's COVID-19 policy they are "Fully Vaccinated/Full Vaccination" before they can advance to the required Background Process phase of the recruitment process. "Fully Vaccinated" and "Full Vaccination" mean two weeks after completing the entire recommended series of vaccination (usually one or two doses) with a vaccine authorized to prevent COVID-19 by the FDA, including by way of an emergency use authorization, or by the World Health Organization (WHO). For example, an individual would be fully vaccinated at least two weeks after receiving a second dose of Pfizer-BioNTech or Moderna COVID-19 vaccine or two weeks after receiving the single dose of Johnson & Johnson COVID-19 vaccine.
