    Job Description

    Under administrative direction, the Community Substance Use Programs Manager (CSUPM) will support people who use drugs in caring for themselves and their communities through strengthening and aligning services and systems promoting drug user health in San Francisco. The manager will develop systems and manage operational activities to coordinate and align all San Francisco substance use activities to reduce overdose deaths and improve health outcomes for people who use drugs using strategies consistent with harm reduction principles and best scientific evidence.  This manager will strengthen the work with a wide variety of City departments and community stakeholders to improve the health of people who use drugs.

    ESSENTIAL JOB FUNCTIONS

    The Community Substance Use Program Director (0923 Manager II) performs the following essential job functions:

    • Develops programming and operational activities that coordinate the linkages to a continuum of services for people who use drugs, including community and outreach connection to services. Ensures there is a clear and transparent process and pathway for getting people access to treatment. Evaluates and implements goals, policies, and procedures for this section of the division.
    • Participates and collaborates with CHEP staff who manage syringe access programs and other drug user health services. Assigns and monitors subordinates with job tasks and coaches to improve performance.
    • Works with SUD administrative staff on program design and implementation. Participates in the strategic planning process to develop and implement strategies for improving the health of people who use drugs, including overdose prevention, access to treatment, HIV/HCV/STD prevention, and linking Population Health and SFHN goals and objectives.  
    • Fosters collaboration among sub-units and participates in the service delivery system coordination and planning, problem solving, and policy development of assigned modalities of care. 
    • Communicates regularly with executive-level management regarding Office of Care Coordination activities and coordinates efforts with other City departments in addressing the needs of the City and County of San Francisco. Aligns services & systems within the City and County of San Francisco to support the health of people who use drugs and alcohol (including Community, SF Health Network, and BHS). 
    • Assists in developing and implementing operational policies to ensure the efficient operations. Ensures that community-based low threshold substance use care meets access, equity, and quality standards. Ensures access to culturally appropriate care (harm reduction oriented) and low barrier medical care at syringe sites. 
    • Serves as the lead or co-lead on the DPH Overdose Response team, with shared responsibility for implementing all approved and budgeted interventions which are part of overdose response work. 
    • Liaises with other SF City agencies to promote the adoption of harm reduction and scientific approaches to working with people who use drugs. Serves as liaison to coordinate community-based low threshold care, including pathways to treatment.  
    • Develops scope of work and RFPs for new types of care, facilities, or programs. 
    • Works with data analysts in establishing metrics and creating dashboards. Evaluates section activities and develops improvement plans as needed.

    The Community Substance Use Programs Manager (0923 Manager II) performs other duties as assigned or required.

  • Qualifications

    Qualifications

    1.       Possession of a bachelor’s degree from an accredited college or university;

    AND

    2.       Four (4) years of professional experience in behavioral health/substance use disorder service delivery.

    Education substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

    NOTE: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

    DESIRED QUALIFICATIONS: The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:

    • Two (2) or more years supervising professional and clerical staff in a behavioral health setting
    • Five (5) years of experience delivering services in a behavioral health/substance abuse setting
    • Experience with DPH, contracting partners, substance use services, harm reduction services, community service, homeless populations, Black/African American populations
    • Experience developing/leading community service projects or projects that address racial health disparities

    SELECTION PROCEDURES

    MINIMUM QUALIFICATION SUPPLEMENTAL QUESTIONNAIRE (MQSQ) (WEIGHT: QUALIFYING): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire _BY EMAIL AFTER YOUR SUBMIT YOUR APPLICATION. _This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    SUPERVISORY TEST BATTERY (WEIGHT: 40%) Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

    SUPPLEMENTAL QUESTIONNAIRE EXAM (WEIGHT: 60%) Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Knowledge of principles, practices and techniques of program planning, program development and evaluation as applied to substance use treatment services; knowledge of harm reduction techniques and community resources, technical skills including qualitative and quantitative data analytics, establishing metrics and dashboards, interpersonal skills, Experience with services that target and effectively treat substance use disorders and knowledge of drug user health issues and prevention, ability to direct subordinates and build coalitions. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

    ELIGIBLE LIST/SCORE REPORT:  A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. 

    CERTIFICATION: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
