    Job Description

    As the Energy Efficiency Specialist, you will serve as the day-to-day manager of the Bay Area Regional Energy Network (BayREN) Multi-family Program in San Francisco which promotes energy efficiency and electrification in multifamily buildings. You will be guiding participants through the program process and providing them technical assistance to improve the energy efficiency and comfort of their buildings. The responsibilities of this position include recruiting multi-family sites into the Program; analyzing site energy use and building performance data; conducting on-site energy assessments; developing energy efficiency recommendations including electrification; and tracking and reporting on the progress of projects.

    The position's role will primarily focus on the implementation of the (BayREN) Multi-family Program and may expand to include the development of other energy efficiency programs within San Francisco.

    WHAT YOU’LL DO - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

    • Recruit multi-family building owners and operators into the Program by promoting the benefits of participation
    • Assist program participants (multi-family building owners/managers) with initiation and completion of energy efficiency upgrade projects
    • Conduct on-site comprehensive energy assessments in multi-family buildings
    • Analyze site energy use and building performance data using energy modeling software
    • Review project proposals for program eligibility, equipment performance, and other pertinent metrics.
    • Work with internal and external stakeholders to facilitate program participation by multi-family customers
    • Work with SF Environment staff, BayREN members, and program-contractors to drive participation in order to meet annual energy savings targets of the BayREN Multi-family program.
    • Support SF Environment staff and local governments from other Bay Area Counties to market the BayREN Multi-family program.
    • Prepare, compile and distribute reports as required by the BayREN, SF Environment, California Public Utilities Commission (CPUC), and other agencies.
    • Position may be assigned to supervise Assistant Coordinators (Class 5638), Associates (Class 9922), interns or volunteers

    MINIMUM QUALIFICATIONS

    Education - Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to energy (including but not limited to environmental studies, environmental engineering, earth sciences, economics, or geography) from an accredited college or university; and

    Experience - Two (2) years of experience planning, coordinating, implementing, and evaluating energy efficiency programs.

    DESIRABLE QUALIFICATIONS - The desirable qualifications may be used to select among finalists at the end of the selection process.     • Experience working with diverse groups in the private and public sectors on project development and implementation of energy efficiency in buildings
    • Adaptable, strategic and agile project management experience with demonstrated ability to operationalize strategies, develop and execute plans and processes ensuring the project runs smoothly and goals are met, and ability to work under pressure to meet deadlines.
    • Knowledge of building systems including but not limited to: space cooling and heating, water heating, envelope, and lighting as well as electrification potential
    • Expert in Microsoft Word, PowerPoint, Excel and Project Management software. Familiarity with Salesforce and energy modeling software are pluses.
    • Excellent project management, writing, researching, and organizational skills
    • An understanding of equity, inclusion and diversity concepts.

    Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ). This Questionnaire is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who respond to the MQSQ  will be prompted to complete a Supplemental Questionnaire. In order to advance, candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

    The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: Building systems and energy efficiency solutions; the design, development and implementation of energy efficiency retrofit projects; installation contractor and equipment vendor processes; energy modeling software; Federal, state, and local energy efficiency programs, laws, policies, and organizations. And also the ability to: Conduct research and analysis; utilize a personal computer, including word processing programs, spreadsheet, database and project management software; design, plan and manage projects including identifying objectives, setting priorities, and developing workflow strategy; communicate effectively both orally and in written format; write proposals and reports; work with public, private, and government agencies.

    After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process. Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions. Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
