    Job Description

    WHAT YOU WILL DO.   Under direction of the Grants Manager, this position provides general analytic and procedural support to the Contracts and Compliance Team.  This position will perform a full audit of grants management systems in use by the department. Following the audit, Analyst will make recommendations to management on potential system improvements. Projects approved from these recommendations will be planned and executed by the Analyst prior to the next funding cycle. 

    The primary responsibility is to administer the contracting process for the hundreds of grant agreements created by DCYF each funding cycle.   Essential job duties include: Creates all department grant agreements utilizing the City’s PeopleSoft system; Fulfills grant agreement approval process from document creation to purchase order assignment and ensures all compliance criteria are met in timely fashion; Supports Contracts & Compliance Analyst in the creation, tracking, and compliance monitoring of professional service contracts; Oversees document management, including filing, storage and digital accessibility; Sends communications to department grantees, including award letters, and grant updates; Tracks insurance certificates and other grantee compliance information;  Performs data entry for department databases and Contract Management System; Liaises with  department grantees on technical issues surrounding contract approval;  Conducts basic research projects on behalf of department; assists senior team members with more complex projects; Creates and maintains Contracts and Compliance Team project calendars and important grantee compliance deadlines; Coordinates with other DCYF teams on internal project logistics; and Fulfills audit confirmations from grantees and accounting firms.

    1.Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration; OR 2. Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field SUBSTITUTION: May substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units.
