Community Facility & Infrastructure Financing District Accountant/ Analyst
Job Description
Under the direction of the Fiscal Officer or Financial Accounting Manager, the Community Facilities Districts (CFD) and Infrastructure Financing Districts (IFD) accountant/analyst will be responsible for the overall reporting, accounting, and financial disclosures of these new tax districts. These districts are reshaping portions of the San Francisco Waterfront. This includes the recently formed tax districts for Mission Rock Development and Pier 70 Development, which also serve as financing authorities for various types of capital debt supported by parcel taxes and tax increment. This includes leading the financial fund structure, accounting transactions, and reporting of these new tax districts. As these are new districts with new taxing authority, this position will coordinate with the Controller’s Office, Treasurer’s Office, Port Divisions (e.g. Development, City Attorney), city departments, and trustees. This work is similar to work performed related to former redevelopment agencies and mello-roos special assessment districts and involves understanding, researching, and interpreting the financial impact of disposition and development agreements, financing agreements, and lease agreements and propose reporting and accounting solutions in coordination with other City departments. This position is also responsible for learning the details of the development projects and their financing plans to be able to perform accounting and reporting for the financing authorities. Qualifications
EDUCATION AND EXPERIENCE:
1. Requires a baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration or a closely related field. Such education must include at least eighteen (18) semester units or twenty-four (24) quarter units of coursework in accounting; AND
Six (6) years of professional accounting experience which includes analysis or problem solving. Experience must include: Working with automated financial system (preferably a government system), performing difficult and responsible accounting, and reporting work, preparing financial records, reports, and financial statements, in compliance with General Accepted Accounting Principles. Experience must include two (2) years of verifiable experience supervising subordinate staff. OR
SUBSTITUTION:
A Master’s degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.
