    Job Description

    EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:  

    ·       Define and elevate the DCYF voice, look and feel; maintain a strong consistent style and brand identity standard.   

    ·       Support the creation, content development and publication of DCYF storytelling assets through interview, writing, copyediting and graphic design.  

    ·       Assist in delivery of agency’s strategic communications plan by preparing and distributing publicity releases for various media outlets; prepare regular and special publications and reports about grant opportunities, resources, initiatives and events; arrange stakeholder briefings; draft press releases, email newsletters and blog posts.   

    ·       Assist in the concept design and production of flyers, programs, slide deck presentations, posters, brochures and signs that relay technical information in multiple languages in clear and accessible print and digital formats for community outreach.  

    ·       Support the executive communication platform for key executives by developing a keen understanding of their style, voice, and communications preferences and how best to leverage different channels to meet goals and impact  

    ·       Support service design engagements across a range of online and in-person community engagement and communication projects and initiatives.  Support cross-functional project teams and partners to deliver new marketing and communication outputs across print, digital and mobile. 

    ·       Help develop and analyze information design strategies and navigation systems for envisioning, designing and implementing concepts. Infuse communications with empathy, creativity and strategy to ideate and innovate across touchpoints while supporting agency goals.  

    ·       Engage with agency stakeholders across city departments, the school district and community to determine relevant community engagement-related needs and objectives; craft appropriate strategies and solutions; and identify, implement and support the execution of the plan.  

    ·       Support the strategic planning and management of a robust annual calendar of community engagement events across San Francisco; support the event planning coordination from concept to day-of support and follow up.  

    ·       Assist in hosting meetings, conferences, town halls, hearings and other relevant activities; communicate with department staff, speakers, hosts, elected or appointed officials of commissions and boards as appropriate; and serve as liaison between stakeholders to ensure effective and efficient online and in-person events.  

    ·       Provide training and guidance to staff, volunteers and interns in executing event-related tasks for community engagement events.  

    ·       Maintain relationships with stakeholders, advocacy groups and other relevant communities. Ensure effective communication with vendors, contractors, staff, and the public.  

    ·       Conduct and perform other related tasks to outreach for children, youth and their families grantmaking programs and initiatives,

      NATURE OF THE WORK:  Depending upon department’s needs may require work on weekends and evenings, and / or valid Class C driver’s license for driving a motor vehicle.  

  • Qualifications

    Qualifications

    1.       Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR  

    2.       Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR  

    3.       Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR  

    4.       Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.  

    SUBSTITUTION:   Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.  

    SPECIAL CONDITIONS: Candidates must possess these 2 special conditions. 

    YOUTH-FOCUSED COMMUNITY ENGAGEMENT EXPERIENCE 

    Candidates must have experience with the development and implementation of community engagement efforts that specifically focus on children, youth, transitional age youth and families.

    Candidates must have 12 months of work experience

    o   creating forums, meetings or other spaces that promote engagement and facilitate the collection of information, experiences, perspectives and other qualitative data, and

    o   engaging with a range of constituents including nonprofit community-based organizations, community groups, members of the public and other relevant groups. . 

    DESIRABLE QUALIFICATIONS:    The desirable qualifications may be used to select among finalists at the end of the selection process. We do not expect any one candidate to have all the qualifications listed.  We highly encourage you to apply.

    ·       Excellent written and verbal communication skills using various platforms and communication mediums  

    ·       Community organizing background or experience 

    ·       Facilitation skills and agenda planning  

    ·       Knowledge of and experience working with San Francisco communities and their needs  

    ·       Knowledge of UX/UI, graphic and/or web design 

    ·       Knowledge of data storytelling and visualization skills 

    ·       Excellent organization and coordination skills - proactive, a self-starter and resourceful 

    ·       Extensive experience in writing clear and concise reports, newsletters, written memos,   PowerPoint presentations, development of charts and graphs detailing programmatic outcomes.  

    ·       City communications experience.  

    ·       Mission and strategy driven  

    Additional Information

    COMPENSATION: $85,410 -$103,844 annual salary.  Effective 7/1/2022 there will be a salary increase, this information is not available yet.

    SELECTION PROCEDURES:

    Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Candidates who send in a completed MQSQ by the provided deadline, and meet the minimum qualifications will be invited to participate in the Supplemental Questionnaire Evaluation.

    Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications will be e-mailed a Supplemental Questionnaire WITH 3 ESSAY QUESTIONS.  It is designed to measure the knowledge, skills and abilities required for this 9775 position at DCYF. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process. Candidates must complete the Supplemental Questionnaire and it must be submitted by the provided deadline. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.

    A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Score Report / Eligible List_._ Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

    Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions. Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
