    Job Description

    Under supervision of the Deputy Director of Policy and Public Affairs and ultimately the Director of Policy and Public Affairs, the Community Development Assistant is required to:

    1. Analyze, develop, and execute solutions to complex policy and governmental affair issues related to RPD's Strategic Plan, Mission and Values by fulfilling and creating policy driven initiatives that impact the City’s parks, playgrounds, recreation sites, open spaces, and staff, with an emphasis on helping under-served communities. 
    2. Identify public engagement issues within RPD’s parks, playgrounds, recreation sites, open spaces, and staff to make recommendations to management. This would include managing community meetings, working groups, park activation, events to engage the community, and resolving quality of life issues that impact our park system.
    3. Participate in community discussions on behalf of the RPD to address and respond to public concerns, develop partnerships, and communicate with community groups and organizations about RPD’s work. This includes implementing, monitoring and evaluating annual work programs and related budgets, and preparing statistical reports from project data.
    4. Identify, evaluate, and improve RPD’s various programming and policy needs by establishing internal policy priorities resolving quality of life issues impacting our park system, tracking intercity agency policy that impact RPD, and creating necessary protocols and procedures to deliver internal policy goals assessing feasibility and productivity.
    5. Monitor community funding request, provide funding recommendations, and develop performance objectives and goals for funded programs.
    6. Provide program information and support services to various City agencies, boards, commissions, neighborhood groups, and other bodies and individuals; filter stakeholder input to analyze and determine appropriate action/best practices pertaining to quality of life issues on public land and open spaces in urban cities

    MINIMUM QUALIFICATIONS

    1. Possession of a baccalaureate degree from an accredited college or university; AND
    2. One (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, or elections related work; OR
    3. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice

    SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis

    SPECIAL CONDITION: Six (6) months of recent and verifiable work experience in how public policy issues are formulated, generated into legislation, advocated for and ultimately passed.

    DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when applicants are referred for hiring:

    • Possession of a baccalaureate degree from an accredited college or University in a related field.
    • Three (3) years of experience developing and implementing public policy initiatives.
    • Experience working with diverse, multi-cultural and different socioeconomic populations.
    • Experience with data collection, community statistics and outreach.
    • Experience working collaboratively with multiple agencies and organizations.
    • Possession of a California Driver's License

    MINIMUM QUALIFICATION SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: QUALIFYING): Applicants are required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ), designed to obtain specific information regarding an applicant's experience in relation to this position. The MQSQ will be used to evaluate if an applicant meets the minimum qualifications and can be accessed using the following link: https://www.surveymonkey.com/r/9770MQSQ21. The MQSQ should be submitted at the time of application, but no later than the application deadline as stated above. Applicants who fail to complete the MQSQ will not be allowed to move forward in the hiring process.

    SUPPLEMENTAL QUESTIONNAIRE: WEIGHT: 100%  Qualified candidates will be sent a supplemental questionnaire exam that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted. Candidates will be placed in rank order according to their final score on the Supplemental Questionnaire.  

    ELIGIBLE LIST/SCORE REPORT:  A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

    ELIGIBLE LIST DURATION: The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
