    POSITION OVERVIEW

    Under administrative direction, incumbents in this position provide mid-level management functions in the Program Support Operations. 

    The incumbent in this position makes decisions that impact the daily operations and implementation of policies and procedures for the Program and solve problems requiring analyses of complex issues. The Program Support Operations Manager will typically contact and/or establish working relationships with others managers and staff across the Agency and will coordinate budget preparation, monitor expenditures and provide financial reporting. 

    According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

    The essential functions of this position include, but are not limited to:

    1. Managing the Records Management (RM) and Reception Operation (RO) units. Creating a positive work environment by promoting the agency’s vision, mission, and core values. Participating in the recruitment and selection of staff. Establishing performance standards for section staff and completing employee performance appraisals. Directing the allocation of staff to achieve outcomes and measurable goals and enforcing agency policies and procedures.

    2. Fostering career development and professional growth of staff: Ensuring that all staff members are cross-trained to create flexibility of assignments throughout the program.   Providing staff members the tools and training needed to perform their job functions Monitoring the work of and providing coaching to staff members to improve performance when necessary. Recommending opportunities that will allow staff members to develop competencies outside of their job responsibilities.

    3. Acting as a project liaison: Working collaboratively with supported programs to plan and implement projects. Working with the agency’s IT staff and/or outside vendors in gathering requirements, development, design, testing, enhancement, and implementation of systems.

    4. Providing highly responsible technical and administrative assistance: Conducting comprehensive analysis of program regulations, rules, and policies and determining their impact. Based on analysis, implementing and documenting new policies and procedures; conducting survey, completing research and statistical analysis, and preparing related reports.

    5. Assisting in budget analysis and preparation: Participating in budget development and coordinating budget preparation. Monitoring workload to establish appropriate level of staffing. Recommending initiatives that promote the vision and mission of the agency and establishing funding needs to implement such initiatives. Identifying equipment, materials, and supplies needed to support operational objectives and estimate corresponding budgetary needs.

    MINIMUM QUALIFICATIONS

    1.      Possession of a baccalaureate degree from an accredited college or university in the field of social work, public or business administration or closely related field;

    AND

    2.     Four (4) years of verifiable professional experience in a public or private Social Services agency or organization performing duties in the areas of public-facing client service provision and records management.

    SUBSTITUTION 

    Additional qualifying work experience as described above may be substituted for up to two (2) years of the required education on a year for year basis.  (One year of qualifying work experience is equal to 30 semester or 45 quarter units).

    DESIRABLE QUALIFICATIONS

    1.      Two (2) years of supervisory experience which included knowledge of the Records Management (RM) and Reception Operation (RO) in a public or private social service agency or organization.

Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a face-fitting respirator.
