    Job Description

    The Human Resource Services, Employee & Labor Relations Division seeks an experienced Employee Relations Partner to perform journey-level professional duties in the areas of employee labor relations: general personnel administration, and special projects. Under general direction of the Employee & Labor Relations Division Manager, the Employee Relations Partner exercises independent providing advice, consultation and information to departmental managers, supervisors and employees regarding personnel policies and procedures; interpreting provisions of the Employee Relations Ordinance and various labor contracts; participating in City-wide labor negotiations; providing training to managers, preparing correspondence, reports, and memos; gathering, preparing, compiling, reviewing and maintaining important personnel information reports and records.

    Ideal Candidate:

    The Employee Relations Partner is a key asset to the Human Resource Services, Employee & Labor Relations Division team and assists all levels of the organization to support employee & labor relations activities that require a variety of skills at the journey level. As the Employee Relations Partner, you will:

    • Prepare reports, analyze data, provide consultation and information to departmental representatives, labor organizations, managers, and employees regarding human resources issues.
    • Collaborate with interpreting and administering provisions of relevant memoranda of understandings (MOU), and collaborate with implementing pay provisions of arbitration awards, mediated and grievance settlements.
    • Assist with responding and negotiating resolutions to grievances and enforce MOUs to ensure consistent departmental compliance with provisions
    • Prepare written materials including letters, reports, memoranda, and trainings.
    • Implement, interpret, explain, and enforce existing City and SFPUC policies, methods and procedures relating to employee & labor relations matters.
    • Consult on annual performance appraisals, probationary appraisals, performance improvement plans, as applicable.
    • Participate in the City-wide collective bargaining process by conducting research, preparing comparability analyses and various reports in support of negotiation and arbitration.
    • Develop and maintain professional rapport with various stakeholders throughout the organization.
    • Thrive in a fast-paced and dynamic environment and can effectively address daily issues involving employee and labor relations matters.
    • Communicate and interact with others on complex matters and resolve matters both orally and in writing.
    • Work in a team environment that fosters collaboration and encourages innovation.
    • Perform other functions outlined in the 1241 job classification.
  • Qualifications

    Qualifications

    Possession of a baccalaureate degree from an accredited college or university.

    Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

    One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
