    Job Description

    Under the general direction of the San Francisco Public Library’s Human Resources Director, the 1246 Principal Human Resources Analyst (Human Resources Manager) develops, plans, implements, manages, monitors, and continuously improves multiple functional areas of Human Resources including training, organizational development, human resources operations, and/or employee and labor relations; and work being performed under the Library’s Racial Equity Action Plan.

    The Human Resources Manager’s responsibilities will include managing the Library’s training program, which includes: developing annual training plans and budgets; conducting assessments of training needs; recommending training solutions; designing, delivering, facilitating and tracking training; and managing related budgets, purchase orders, and vendor agreements.

    The Human Resources Manager will manage existing and develop and implement new organizational development initiatives and programs including in areas of: performance management; professional development; coaching and support; workforce and succession planning to develop pipelines to meet current and future workforce needs; employee engagement and employee recognition; and will manage related budgets, purchase orders, and vendor agreements.

    The Human Resources Manager will be responsible, when assigned, for managing employee/labor relations staff and providing advice and support to Library managers and supervisors regarding workplace issues, policies, and procedures; and will provide consultation and support to management on complex personnel-related matters.

    The Human Resources Manager will also be responsible, when assigned, for managing staff performing work under the Library’s Racial Equity Action Plan in areas including hiring and recruitment; retention and promotion; discipline; diverse and equitable leadership; and mobility and professional development.

    EDUCATION: Possession of a baccalaureate degree from an accredited college or university.

    EXPERIENCE: Five years of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations of which one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, that performs difficult and specialized human resources work and thereby serves as a resource for special problems, or (2) lead or supervised a small team of professional staff involved in the more difficult and complex matters associated with recruitment and selection, employee and/or labor relations, classification and compensation, benefits administration and human resources operations.

    SUBSTITUTION:

    Experience Substitution - Possession of a Juris Doctorate (J.D.) or a Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may be substituted for one (1) year of the required non-advanced journey / non-lead/supervisory experience.

    Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations (30 semester units/45 quarter units equal one year.)

    Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of the required non-advanced journey / non-lead/supervisory experience.

    EXAMINATION PROCESS:

    SUPERVISORY TEST BATTERY: (WEIGHT: 40%) - Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

    TECHNICAL KNOWLEDGE HR EXAM- (GENERALIST/OPERATIONS EMPHASIS): (WEIGHT: 30%) - Candidates who pass the Supervisory Test Battery will be administered a computer-based multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas. These include but are not limited to: principles, concepts, procedures and/or practices related to job classification, job specifications, minimum qualifications, job analysis, recruitment, test construction and administration, discipline, grievances, investigations, employee performance evaluations, employee leave, pre-employment, probationary periods, harassment, and EEO and ADA laws, as well as analysis, quantitative ability, basic computer use (e.g., Outlook, WORD, Excel, PowerPoint) and the ability to interpret data in tables, graphs and charts.

    A passing score must be achieved on the Supervisory Test Battery and the Written Multiple-Choice Technical HR Knowledge Exam in order to continue in the selection process.  The above test components are considered standardized and therefore, test questions and answers are not available for public inspection or review.

    SUPPLEMENTAL QUESTIONNAIRE: (WEIGHT: 30%) - Applicants who achieve a passing score on the Technical Knowledge HR Exam will be sent a Supplemental Questionnaire designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include but not be limited to: Knowledge of, and ability to apply, principles and practices used in organizational and professional development; Ability to evaluate proposed solutions, exercise good judgment, and persuade others to obtain support; and Ability and skill to deal courteously, effectively and tactfully with department heads, supervisors, managers, employees and their representatives, and other City/County staff.

    Compensation Range: $130,910 - $171,262
