    Job Description

    Under supervision, the HSA Social Worker performs a variety of professional social work duties involving casework, case management, continuing client investigation, and processing for social work programs in In-Home-Supporting Services (IHSS) of the Human Services Agency.

    ESSENTIAL DUTIES AND FUNCTIONS

    According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

    1. Schedules and interviews applicants to determine new or continuing service needs; conducts in-home interviews as necessary; investigates statements and information received from applicants through the use of telephone or written verifications; evaluates information to establish eligibility. 

    2. Assesses, formulates, and develops a service plan for client needs; develops goals and plan of action; provides case management activities including identifying and assessing client needs; coordinates and monitors services; prepares reports and reassessments; advises and counsels clients regarding family, economic, physical, and emotional situations. 

    3. Refers applicants, clients, and the general public to other agencies according to established policies; coordinates services with public and private agencies and community resources. 

    4. Establishes and maintains complete files, documents case files as necessary; and maintains narratives on assigned cases. 

    5. Answers questions, provides information, and explains policies, rules and regulations of the agency to applicants, clients, and the general public; assists clients in preparing forms and reports.  

    6. Presents orientations for community agencies; establishes and maintains contacts with local organizations, nonprofit agencies, business, and other interested groups in promoting community resources program; initiates and mediates case conferences between workers and staff of service provider contractors. 

    7. Assists clients in resolving their problems that prevent or limit their ability to participate in public assistance program. 

    8. Monitors, interacts, and supervises children during intake process; transports children to placements and other locations as necessary; completes placement assessments and assists with requests for emergency placements; investigates complaints regarding the safety of children in placement. 

    9. Refers clients to Adult Protective Services for conservatorship, placement or protection when necessary.

    10. Composes and prepares correspondence and narratives; maintains case records, documents case actions, and completes required forms; processes actions related to eligibility for social services and ancillary services. 

    11. Coordinates transfers of clients between counties; informs clients of procedures.

    12. Gathers data, makes recommendations, and prepares reports.

  • Qualifications

    Qualifications

    Education: Possession of a baccalaureate degree from an accredited college or university in social work, sociology, psychology, counseling, or other behavioral science. 

    SUBSTITUTION:  Experience performing social casework or eligibility casework with a public or private agency/organization may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester or forty-five (45) quarter units equal one year.

    LANGUAGE SPECIAL CONDITION:

    This position requires bilingual fluency in Russian.

    SELECTION PROCEDURES:

    The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.

    Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
