Job Description
Under policy direction, the Emergency Medical Services (EMS) Administrator is responsible for all functions and activities of the EMS Agency in a very complex pre-hospital and hospital system. The EMS Administrator provides leadership and direction in developing new programs and establishing organizational policies, priorities and objectives to improve patient care and outcomes to residents and visitors of San Francisco, focusing on building coordination and collaboration among the participants in the EMS system to identify and operationalize the specific components of these broader goals. They are responsible for ensuring that the EMS system meets local, state and federal regulations governing EMS systems and for providing reports on the performance of the EMS system to local authorities and the public. The position participates in committees for EMS and disaster planning across City departments and represents the Department with State and local commissions and with national, state, regional and local agencies as well as the media. They also plan, develop, and monitor the budget for the Division and make decisions on allocation of resources within the division.

Qualifications
EDUCATION
Possession of a Bachelor’s degree in Business, Health Administration, or Public Administration, or a closely related field; AND
EXPERIENCE
Five (5) years of experience with an Emergency Medical Service (EMS) agency, of which three (3) years must include experience supervising EMS professionals.
EDUCATION SUBSTITUTION Additional qualifying work experience with an Emergency Medical Service (EMS) Agency may be substituted for the required education on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).
EXPERIENCE SUBSTITUTION Possession of a Master’s degree in Business, Health Administration, or Public Administration, or a closely related field may substitute for one year of experience (but may not substitute for the required supervisory experience).

APPOINTMENT TYPE: This is a Permanent Exempt appointment and is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.
SELECTION PROCEDURE:
The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.
NOTES: Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.
COMPENSATION: $154,856 - $197,704 annually
