    Job Description

    Reporting to the Deputy Director of the Worker's Compensation Division (WCD) of the Department of Human Resources (DHR), this position will support WCD develop a citywide industrial safety program that will guide all city departments in the development and maintenance of industrial injury prevention planning and response.

    JOB DESCRIPTION/DUTIES • Serve as the key liaison with the local Cal/OSHA compliance and investigation unit for CCSF, coordinating responses to Cal/OSHA where needed, and focusing on departments without safety staff. • Advise departments on required Injury & Illness Prevention Programs, Cal/OSHA serious injury reporting requirements, and serve as the DHR expert in matters concerning safety • Analyze proposed state legislation and Cal/OSHA regulatory proposals for safety policy affecting CCSF, recommend and draft appropriate response, provide testimony when approved by DHR and the Mayor’s office. • Direct and participate in investigations of facilities, buildings to evaluate potentially hazardous conditions or work methods for departments without safety staff, recommending corrective action where appropriate. • Monitor and analyze citywide workers’ compensation data to analyze injury trends in departments, collaborating with citywide safety staff (industrial hygienists, safety managers, safety officers, and safety analysts) to develop citywide policy, recommend prevention strategies including equipment and training needs, and providing technical advice to departments. • Advise DHR Emergency Management Manager on safety and prevention policy for emergency safety planning • Develop and coordinate citywide return-to-work policy in departments to reduce lost work days through the creation of temporary transitional work programs • Develop safety training materials for citywide use. • Provide safety training where appropriate • Participate in labor relations meetings and safety committees, representing and advise the Employee Relations on safety laws and regulations, preparing draft responses to union safety concerns

     

  • Qualifications

    Qualifications

    1. Possession of Masters Degree in Safety, Occupational Safety and Health, Safety Management or equivalent degree in a closely related field from an accredited college or university; AND
    2. Four (4) years of professional industrial or occupational safety experience, which must include work safety assessments, engineering design review, accident investigation, safety program development and safety management; AND
    3. Certification as a Certified Safety Professional (CSP) by the American Board of Certified Safety Professionals; AND
    4. Possession of current valid California Driver License; AND
    5. Ability to wear personal protective equipment, such as respirator and the ability to climb ladders, bend, squat and crawl in tight spaces to safely access work sites.

      

    SUBSTITUTIONS:

    • Combination of a Bachelor's degree in one of disciplines specified in MQ #1 and six years of experience as described in MQ #2 may substitute for qualifications #1 and #2.
    • Combination of baccalaureate or graduate degree in Engineering, Physical or Natural Sciences from an accredited college or university and seven years experience as described in MQ #2 may substitute for qualifications #1 and #2.
    • Combination of any baccalaureate or graduate degree from an accredited college or university and eight years experience as described in MQ #2 may substitute for qualifications #1 and #2.
    • Registration as a Professional Engineer in Safety by the State of California Board of Professional Engineers and Land Surveyors may be substituted for the certification MQ #3.
    • A graduate degree as described in MQ #1 and six years experience as described in MQ #2, without a CSP, is qualifying.

    DESIRABLE QUALIFICATIONS:

    • Ability to use complex electronic data systems to extract and analyze data from multiple systems.
    • Ability to create user-friendly reports for senior management.
    • Ability to work collegially with other departmental safety personnel in the City.
    • Possess excellent writing and communication skills.
