    Job Description

    The Workforce Division is seeking an experienced, motivated, and team oriented Workforce Compliance Officer to support the CityBuild Program and its various construction workforce policies, including, but not limited to, the Mandatory Local Hiring Policy for Construction and the First Source Hiring Program.

    POSITION DESCRIPTION

    Under general supervision, the Contract Compliance Officer I performs a variety of activities related to the funding of various local construction projects and programs by the Office of Economic and Workforce Development; may participate in significant program planning, development, database management, project implementation and evaluation; reviews project plans, programs, labor relations activities and affirmative action goals to assure compliance with Federal, State laws and regulations and local policies; conducts project analyses, makes recommendations on operational corrections to comply with contractual requirements and Federal regulations; evaluation of government policies, public events coordination; analyze and evaluate policies and legislations; develops methods of evaluating effectiveness of grant funded projects: prepares reports and records and performs related duties as required.

    ESSENTIAL DUTIES:

    1. Investigates and resolves formal complaints and all circumstances of alleged discrimination, potential labor law violations, or non-compliance by parties to city requirements and recommends procedures to insure compliance to all contract provisions which promote equal employment opportunity objectives and support workforce development goals in all departmental programs and activities; interprets relevant laws and legislation and negotiates settlements of claims within prescribed guidelines.

    2. Administer and enforce any and all applicable construction workforce policies including, but not limited to, Chapter 82 Local Hire, Chapter 83 First Source Hiring Program, HUD Section 3 and federal workforce requirements, Office of Community Investment and Infrastuture workforce provisions, contract provisions of various development agreements, etc.

    3. Partners with city agencies and other stakeholders to promote assigned program; maintains liaison with minority groups, human relations organizations and related public and private organizations concerned with advancing equal opportunity/affirmative action in contracting objectives, labor, and workforce requirements; interprets potentials and limitations of program and policies and keeps management advised regarding equal employment opportunities, workforce development requirements and matters as related to contracts.

    4. Develops program techniques and criteria and provides the methods of achieving equal employment opportunity/affirmative action in contracting objectives in contracts, labor laws, and workforce development policies; disseminates and implements equal opportunity policy statements; directs preparation of related correspondence and reports.

    5. Reviews and monitors contract developments and selection processes to ensure achieving equal employment opportunity/affirmative action in contracting objectives, enforcement of labor laws and workforce development policies; conducts physical on-site inspection of employment practices of contracts to clarify misunderstandings.

    6. Attends meetings of human rights, community and equal opportunity groups, advisory councils, City, State and Federal agencies and commissions, and others involved in fair employment, labor, workforce development and equal opportunity practices; arranges meetings and conferences for pre-bid and pre-award consideration of contract provisions pertaining to equal employment opportunity.

    7. Advise City departments, contractors, members of the public, and other stakeholders on workforce policies related to the Local Hiring Policy for Construction, First Source Hiring Program, federal workforce goals, and other workforce goals as applicable. 

    8. Work in assignment with OEWD Workforce Compliance Manager to provide resources such as timely workforce reports through the City’s Project Reporting System to assisting contractor in successfully meeting its workforce goals on public work and improvement projects; make on-site visits to projects to monitor for contract compliance on workforce goals.

    9. Coordinate and manage construction projects in relations to the various construction policies in the City. Develop construction labor projections and project management systems for tracking and monitoring of construction projects.

    10. Provide ongoing support to CityBuild Academy, OEWD’s construction pre-apprenticeship program and Construction Administration Training Program.

    11. As required, collect data and prepare a wide variety of reports, memoranda and correspondence related to activities for OEWD.  Develop policies and procedures as needed for OEWD’s programs and other duties as assigned. Analyze and evaluate public policies

    DESIRABLE QUALIFICATIONS:

     UNDERSTANDING AND KNOWLEDGE OF:

    • San Francisco’s workforce policies and other governmental legislations to provide employment opportunities to economically disadvantaged San Francisco residents
    • Federal, State and local laws and workforce programs as they apply to construction and professional services
    • Principles and practices of community development programs and local governmental structure
    • Data collection and management systems with understanding of CRM and cloud based data systems

     ABILITIES AND SKILLS TO:

    • Work effectively with a variety of stakeholders, including City department heads, union representatives, general contractors, community advocates and City staff
    • Interpret Federal, State and local policies and incorporate relevant requirements into existing local workforce policies
    • Analyze policy and perform statistical analysis to develop recommendations or to compile comprehensive reports
    • Proficient in Excel for data/statistical analysis for forecasting of workforce trends
    • Write clear and concise reports, recommendations and correspondences on behalf of OEWD
    • Negotiate solutions based on existing policies, data and protocol
    • Utilize effective written and verbal communication skills in preparing memoranda and narrative reports, making formal presentations and facilitating large and small groups.
    • Maintain and manage project information to allow for immediate access and reference
    • Manage time and workload appropriately

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    MINIMUM QUALIFICATIONS

    EDUCATION: Possession of a Baccalaureate Degree from an accredited college or university with coursework in industrial relations, social sciences or related field.  

    EXPERIENCE: Two (2) years of experience reviewing, monitoring and developing contract or other compliance programs involving contracts, ordinances or vendors.  Such experience must have included:

    a) Providing technical direction on procurement, negotiation, and contract bidding procedures to ensure compliance with all contract requirements; OR b) Promoting equal opportunity, affirmative action  and non-discrimination objectives in contracting; OR c) Monitoring and enforcing prevailing wage, wage and hour laws, or labor standards, OR d) Construction contracts or construction management experience in monitoring and enforcing prevailing wage, wage and hour laws, or labor standards; OR e) Public policy or program development related to health care coverage/ access or family work-life balance;  OR f) Reviewing, monitoring and enforcing workforce development policies.  

    LICENSE AND CERTIFICATION:  

    SUBSTITUTION: EDUCATION SUBSTITUTIOn - Additional experience as described above may substitute for the required degree on a year-for-year basis.  One (1) year of experience will be considered equivalent to thirty (30) semester or forty-five (45) quarter units.

    EDUCATION SUBSTITUTION - Completion of a State of California approved building trades apprenticeship program may substitute for two (2) years of the required degree.

    EXPERIENCE SUBSTITUTION - Possession of a Master's Degree in industrial relations, social sciences or a related field or a Juris Doctorate Degree may substitute for one (1) year of the required experience.
