    Job Description

    Under administrative direction, the Chief Investigator oversees the overall performance and operations of the Special Investigative Unit (SIU) and the Fraud Early Detection Unit (FRED) of the Program Integrity/Investigations Division of HSA.  This includes their functions with one another to ensure the implementation of best practices to support the Agency’s mission to provide San Francisco’s vulnerable populations with a safety net and maintain fiscal integrity throughout the financial business processes of public assistance.

    In addition, this position is responsible for making decisions that impact the daily operations and implementation of established policies and procedures of the related units by solving problems that require analyses of issues that may result in deviations from routine processes, new technology and/or additional resources.  

    Essential Duties

    1.       Manages, monitors, and evaluates the Special Investigations Unit (SIU) and Fraud Early Detection Unit (FRED).

    2.       Plans, prioritizes, assigns, supervises, and reviews the performance of SIU and FRED staff’s performance.

    3.       Directs and oversees staff in conducting a variety of complex civil, criminal, and administrative investigations on behalf of HSA, including investigations of welfare fraud, theft of governmental property, embezzlement, claims against the department, threats against departmental personnel, and child deaths in San Francisco by interviewing witnesses, key subjects, complainants, experts, and employees.

    4.       Manages, collects, compiles, preserves, examines, and analyzes evidence including forged documents to understand the facts and how to proceed in a case.  

    5.       Assists in the development and implementation of operational policies to ensure efficient operation of SIU and FRED units; develops policies specifically related to law enforcement including arrest techniques, officer safety protocols, and the use of force.

    6.       Assists in the development of the Investigations Division’s budget by making recommendations that affect policy and the allocation of resources; coordinates the budget of the assigned investigations unit by collecting data and organizing budget material.

    7.       Trains, assists, evaluates, and supervises staff in conducting investigations, including other type of Division investigations.  

    8.       Manages the use of confidential data systems such as the California Law Enforcement Telecommunications System (CLETS), Law Enforcement Enterprise Portal (LEEP), Parole LEADS, Department of Motor Vehicles computer system (DMV), Electronic Benefit transfer (EBT), credit reporting systems, Incomes and welfare systems such as CalWIN and MEDS.

    9.       Prepares specialized administrative and investigative reports for executive staff, Investigations Director, Controller’s Office and other departments.

    10.   Makes recommendations to executive staff on resolving and minimizing loss situations to minimize loss of funds from HSA; advises HSA executive staff in the evaluation of cases based on the results of investigations and makes recommendations on whether the cases should be referred to the District Attorney for prosecution.

    11.   Directs and oversees HSA’s response to workplace threats by clients, employees, and other entities agency-wide.

    12.   Establishes and maintains positive work relations within the agency, state and local entities, law enforcement, and community-based organizations.

  • Qualifications

    Qualifications

    1.       Education: Possession of a Bachelor's degree from an accredited college or university; 

    AND

    2.       Experience: Three (3) years of verifiable experience in criminal justice investigations. This experience must be gained in a medium to large public or non-profit agency.   

    Substitution:

    Additional experience as described above may be substituted for up to two (2) years of the required education on a year-for- year basis. One year (2000 hours) of additional qualifying experience will be consider equivalent to 30 semester units/45 quarter units equal one (1) year.

    Desirable Qualifications:

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    • Two (2) years of supervisory experience in fraud investigations
    • Welfare Fraud Investigations experience
