    Job Description

    SAN FRANCISCO BENEFITS NET

    Under general direction of the SFBN CalFresh/Medi-Cal Program Director, the Eligibility Manager supervises, plans and coordinates the operations of a program comprised of multiple units involved in the determination and issuance of public assistance and/or social service benefits.  This position may include programs such as, Medi-Cal, CalFresh, CalWORKs, County Adult Assistance Program, CALM/CAPI program, In-Home Supportive Services, and Former Foster Care.

    ESSENTIAL DUTIES AND FUNCTIONS

    According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

    1.       Manages programs, operational activities, or projects of assigned section or program area; supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.

    2.       Monitors the work of and coaches subordinates to improve performance.

    3.       Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.

    4.       Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.

    5.       Prepares reports, memoranda, and correspondence; and maintains statistical records

    6.       Assists in developing and implementing operational policies to ensure the efficient operation of section or program.

    7.       Partners with families, communities, and service providers to build a supportive team that addresses the safety, health, and well-being needs of the client.

    8.       Conducts comprehensive assessments of safety, risk and protective capacity utilizing designated assessment tools.

    9.       Maintains case information on applicable computerized case management system(s).

    10.   Stays abreast of latest polices, initiatives, and best practices by attending trainings, reading literature reviews, accessing various resources and participating in work groups and site teams to contribute to the development of policies.

    11.   Ensures business protocols, processing times, quality assurance and quality control, are in compliance with applicable federal, state, and local laws/rules/regulations.

    12.   May testify in Court and adhering to Court protocol in compliance with legal requirements.

    13.   May prepare correspondence, electronic records and court reports by maintaining well-documented records in a clear and timely manner according to agency procedures.

     

     

    WELFARE TO WORK SERVICES DIVISION

    Under direction of the CalWORKs Program Manager, this position plans, monitors, evaluates, and supervises the Eligibility Section and its Service Center operations in the CalWORKs Program.  This administrative oversight includes decision-making, planning, and coordinating the operation and activities of multiple units including those in outstation locations to provide eligibility services, assistance with removal of barriers to employment, and supportive services to CalWORKs applicants and recipients.

    ESSENTIAL DUTIES AND FUNCTIONS

    According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

    1.       Provide management functions for the CalWORKs Eligibility Service Center including supervision, decision making, and planning.  This includes evaluating and overseeing application processing and eligibility determination and maintenance through various methods, such as incoming phone calls and face to face interviews, and developing outcome measures to ensure goals are met. 

    2.       Coordinate and participate in program activities and meetings with internal, sections, other ESSS programs, as well as other external partner agencies to enhance service delivery and prevent duplication of services; develop and maintain critical internal and external relationships.  Work closely with staff and management of other programs and agencies to develop, implement and support departmental goals for CalWORKs families such as reunification, self-sufficiency, and barrier remediation.

    3.       Participate with Welfare to Work Services Director and other program managers in the development and implementation of program goals and objectives in order to meet deadlines, program compliance with applicable policies and procedures, program performance measures, and corrective action demands when necessary.

    4.       Evaluate staff performance to solve problems and determine appropriate decisions made in eligibility determination or social services delivery, in accordance with Federal, State, and local laws.

    5.       Develop processes and policies for CalWORKs program.  Work in conjunction with other benefits programs to design supportive programs that will result in San Francisco City/County meeting Federal and State goals and requirements as well as Welfare-to-Work program goals, while providing quality services to clients in need.

    6.       Evaluate and analyze CalWORKs policies and processes developed internally to ensure compliance with State and Federal regulations, while ensuring the programs are meeting the goals of CalWORKs.  This means making sure that needy families in San Francisco are provided the services they need to move toward self-sufficiency and out of poverty.

    7.       Strategize with internal and external partners to develop barrier remediation programs that will prepare our clients for the workforce and enable them to support their families and maintain stability.  This includes working closely with Family & Children’s Services for family maintenance and family reunification, and to coordinate the requirements of each program so that they do not conflict and create barriers to meeting these goals. 

  • Qualifications

    Qualifications

         1. Education:  Bachelor’s Degree from an accredited college or university;

    AND

         2. Experience: Four (4) years of verifiable experience analyzing programs that determine eligibility for public assistance in a public or private social service agency or organization. 

    Note:  Experience must be equivalent to the City’s Eligibility Worker Supervisor (2907), Hospital Eligibility Supervisor (2909), Program Specialist (2913), Program Specialist  Supervisor (2915), or Program Support Analyst (2917). 

    SUBSTITUTION FOR EDUCATION:  A bachelor’s degree may be substituted with experience on a year by year basis (2000 hours is equivalent to one year of experience).

    SELECTION PROCEDURES:

    ORAL/PERFORMANCE EXAMINATION (WEIGHT: 100%):

    Candidates who meet the Minimum Qualifications will be invited to participate in the Oral/Performance Examination designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of and ability to manage a unit or program; ability to establish and maintain effective working relationships; knowledge of training and ability to develop and deliver; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written communication ability; knowledge of laws and regulations pertaining to target population.

    Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

    A passing score must be achieved on the Oral/Performance Examination in order to continue in the selection process.

The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    ELIGIBLE LIST/SCORE REPORT: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
