    Job Description

    DEFINITION: The Department of Public Health’s CHINATOWN CHILD DEVELOPMENT CENTER is accepting applications for one full time position in class 2574 CLINICAL PSYCHOLOGIST Chinatown Child Development Center (CCDC) is a multidisciplinary, outpatient community based mental health program that serves primarily children, youth, adolescents, and families in the Chinatown, North Beach, and Tenderloin neighborhoods. The Clinical Psychologist will assist the CCDC Program Director to effectively implement BHS CYF SOC initiatives pertaining to the behavioral health services to the children, youth, and families receiving care from CCDC.  The Clinical Psychologist provides administrative and clinical supervision to staff, including graduate level interns placed at CCDC for internship training, screens and triage client intake and referrals to clinics, and provides a broad range of behavioral health services for youth and their families with complex problems and needs. DISTINGUISHING FEATURES: Class 2574 Clinical Psychologist performs journey-level professional duties and responsibilities in the field of clinical psychology and/or Neuropsychology. Class 2574 Clinical Psychologist is distinguished from class 2576 Supervising Clinical Psychologist in that class 2576 supervises clinical psychological and/or neuropsychological services in a clinic or institution and supervises the work of clinical psychologists and subordinate staff. It is distinguished from class 2575 Research Psychologist in that research psychologists plan, direct and coordinate research programs and do not have clinical responsibility for patients. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES: Under general supervision of the CCDC Program Director, the Clinical Psychologist performs the following duties:

    ·      Support the Program Director in the development and implementation of administrative and clinical aspects of CCDC to meet program goals and objectives.

    ·      Serve as member of CCDC Management Team, Officer of the Day (OD) and PURQC team to assist staff in understanding and practicing BHS documentation guidelines and practices for clinical services.

    ·      Provides direct clinical services to children, adolescents, and families including intake, assessment, individual and group therapy, family therapy, and case management at various sites including clinic, school, home, and on-line via telehealth. 

    ·      Selects, administers, scores and interprets appropriate psychological tests of intelligence, personality, aptitude, and other measures and conducts diagnostic clinical interviews with mentally ill, emotionally disturbed and chemically dependent clients to assess their problems and provide treatment recommendations for clients and other clinical staff.

    ·      Complete screening, and evaluation of CCDC intake and referrals for psychological tests and work with CYF Psychological Assessment Program Director regarding testing needs across CYF SOC.

    ·      Prepares psychological reports presenting diagnostic findings, clinical evaluations and recommendations for the treatment and rehabilitation of clients.

    ·      Provide administrative and clinical supervision to staff and interns, including case assignments, performance appraisals, and coaching and training to assist staff to meet program expectations.

    ·      Participates in the planning, development and execution of clinic and internship trainings and conducts staff training as needed.

    ·      Submits appropriate documentation and charting according to State, Federal, County and HIPAA standards and regulations.

    DESIRED QUALIFICATIONS:

    ·      2 years of clinical supervision experience and knowledge and skill in clinical supervision and the provision of clinical training, and provision of psychological consultation to a treatment team.

    ·      Knowledge of principles of clinical psychology, psychological assessment and personality, including evidence-based psychotherapeutic methods applicable to youth and adolescents with mental illness and substance use disorders

    ·      Clinical experience working with children, youth & families of color, especially African American, Latino/a, and A&PI communities.

    ·      Prior experience and ability to organize, collaborate and develop working relationships with diverse staff, communities and organizations.

    ·      Understanding of strengths-based assessment and treatment planning and principle of a wellness and recovery model of treatment.

    ·      Ability to use word-processing, spreadsheet, and electronic health records. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: principles of clinical psychology, psychometry and personality; psychotherapeutic methods applicable to emotionally disturbed, mentally ill and chemically dependent children and adults; statistical and research methodology. When assigned as a neuropsychologist: principles of neuropsychology, therapeutic and rehabilitative methods applicable to neurologically impaired individuals, family members and caregivers. Ability to: effectively carry out standard methods, procedures and techniques of clinical psychology including diagnosis, prevention, and treatment of psychological problems, mental disorders and chemical dependence of individuals and groups; prepare professional case reports of findings and recommendations; interact with a multidisciplinary team: provide culturally sensitive services. When assigned as a neuropsychologist: formulate and recommend rehabilitation strategies and design remedial cognitive and behavioral interventions; assess and treat neuropsychological impaired individuals and consult with a multidisciplinary team regarding neuropsychological issues.

    MINIMUM QUALIFICATIONS: These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.     EXPERIENCE AND TRAINING: Possession of a valid license as a Psychologist issued by the California Board of Psychology as defined in Chapter 6.6 of the Business and Professions Code; Psychologist Licensing Law, Sections 2900-2903, 2914.

    SPECIAL CONDITION: Cantonese and PHE020 Clinical Experience with Children – 12 months of verifiable employment experience
