    Job Description

    Permanent Exempt - In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority.

    Under the leadership and supervision of the Director of Behavioral Health and Mental Health SF, this position will:

    • Develop and coordinate department-wide planning for delivering health services and behavioral health promotion.
    • Develop program goals and objectives and measure progress.
    • Help to develop and drive high-priority strategic initiatives and special projects across the division while coordinating with high-profile stakeholders across the Division and the Department of Public Health, and across levels of the organization to track and ensure results
    • Develop and manage workplans to carry out high-priority strategic projects
    • Interpret and represent graphically budget, evaluation, and/or service utilization data for community services and intervention; summarize information, identify gaps and opportunities for improvement
    • Review and synthesize complex policy, budget and/or scientific information, and prepare summaries, including make recommended action steps for Director and/or Executive team
    • Participate in development of evaluation methods for analyzing, evaluating and monitoring health care delivery systems and projects
    • Coordinate and organize drafting and revisions of planning documents for required reports; set up systems to track and report regularly
    • Prepare briefing materials and presentations for Director for external meetings, including with elected officials, community members, and others, focused on key divisional priorities, particularly Mental Health SF
    • Coordinate and/or lead briefings for Director in advance of meetings and events;
    • Attend meetings, representing Director as assigned; assign and track follow ups;
    • Serve as point-of-contact for senior leadership and stakeholders both internally and externally
    • Support Director participation in and leadership of equity and anti-racist work in the Division of Behavioral Health
    • Support Director in recruitment and hiring, for senior level positions, including:
      • Review applications to determine applicants’ qualifications;
      • Sit on interview panels as directed;
      • Support interview panel with position context, and interview process;
    • Handle confidential personnel and organizational information;
    • May supervise others that participate in planning, special projects, or other administrative duties.
  • Qualifications

    Qualifications

    REQUIRED          

    1. EDUCATION: Possession of a baccalaureate degree from an accredited college or university with major course work in public health, public health administration, public administration, business administration, health or mental health sciences or a closely related field; AND  
    2. EXPERIENCE: Four (4) years of increasingly responsible experience in planning, research or evaluation for a large public or mental health department or agency; or an equivalent combination of training and experience.
    • Substitution: Possession of a Master's degree in public administration, public health administration, business administration or closely related field will be accepted as a substitution for two (2) years of the required experience.

    One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a forty (40) hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet the minimum qualification requirements by the application review date date unless otherwise noted.

    DESIRABLE

    • Experience in planning, policy, or analytics in public health, behavioral health or health care delivery.

    • Master's level training in public health, public policy and/or social work.

    • Demonstrable excellence in writing and data presentation skills.

The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e., weakens the seal between the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  

    Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

    MEDICAL EXAMINATION Prior to appointment, at the Department’s expense, applicants may be required to take a tuberculosis (TB) screening test, medical examination, and/or drug test.
