    Job Description

    Within the Administration Division of DEM, the IT Team (DEM IT) manages resilient public safety systems that keep the 9-1-1 function operational for the City and County of San Francisco. The primary functions of DEM IT include Systems, Applications & GIS, Data Center Management, Network and Server Maintenance, Service Delivery and PMO, and Citywide programs overseeing CAD replacement and Radio Systems Management.  The team strives for 5-nines resilience with its core technologies of Public Safety Answering Point (PSAP) systems, including Computer Aided Dispatch (CAD), Logging Recording technology and Emergency Alerting/Notification.  DEM IT is also the data steward for sensitive and important law enforcement, fire, and medical datasets. 

    Under general direction, the IT Infrastructure and Resilience Manager will be responsible for the overall management, security, and operations of the Citywide Data Center and Telecommunications/MPOE facility.  The position will be responsible for DEM’s IT Continuity of Operations Plan (COOP), DEM specific server and network connectivity needed to support public safety systems, including 911 telephony, Computer Aided Dispatch, and Emergency Operations Center IT functionality.  The position will be responsible for the IT systems and related infrastructure systems for building operations, including access control and surveillance/security systems.  The position will manage the cyber security systems and tools, and overall strategy for the department, and ensure it aligns with Citywide cybersecurity policy, while still maintain 24X7 public safety operations, and the Operational Technology systems associated with running a 911 system.   The position will collaborate with Dept of Real Estate, building engineers and facilities management to ensure resilience in IT systems; including aspects and projects dealing with  critical infrastructure systems including structural, seismic,  mechanical, and electrical systems.

    The essential functions of this position include:

    · Plans, monitors, evaluates, and supervises the operation of DEMs IT Infrastructure Division; coordinates the work of cyber security, networks, servers and infrastructure that impacts IT operations; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures.

    · Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of DEMs IT Infrastructure Division; coordinates work activities of one division with other divisions within the department to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies.

    · Monitors the work of and coaches IT engineers to improve performance.

    · Directs the allocation of staff and resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.

    · Plan, develop, implement or direct major IT and Infrastructure projects, network and server upgrades, COIT and Capital programs which affect 911 and EOC operations; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.

    · Oversees and administers division budgets and projects; directs and monitors expenditures in accordance with the approved budget; and provides executive management with an early warning and practical options to potential cost overruns.

    · Performs other duties and responsibilities as assigned.

    SCHEDULE/HOURS: Typically, Monday - Friday from 8 am - 5 pm. May include occasional weekend, evening, holidays, and on-call hours based on needs of the department. Telecommuting may be available at the discretion of DEM management pursuant to the City’s Telecommute Policy.

    Education

    Possession of a Bachelor’s Degree from an accredited college or university; AND

    Experience

    8 years of experience managing IT projects, data centers, or IT professionals.  This experience must include three (3) years supervising professionals.

    Education Substitution: Additional qualifying work experience managing IT projects, data centers, or IT professionals may be substituted for the required education on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units). 

    Experience Substitution: Possession of a Master’s degree may substitute for one year of experience (but may not substitute for the required supervisory experience). 

    Desirable Qualifications:

    ·  10 years of experience managing networks, servers, systems within a data center.

    ·   Experience in IT continuity of operations plans.

    ·   Experience in Data Center construction and management. 

    ·   Managing IT projects over $10M that includes oversite of vendors and consultants.

    ·   Proven reliability, professionalism, organizational and communication skills for written project progress tracking, oral presentations, meeting facilitation, team coordination, etc.

Employees of the City and County of San Francisco may submit performance evaluations showing duties performed to verify qualifying City experience. City employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules. Verification may be waived if impossible to obtain. The applicant must submit a signed statement explaining why verification cannot be obtained. Waiver requests will be considered on a case-by-case basis. Failure to provide the required verification, or request for waiver when requested may result in rejection of application.
