    Job Description

    Under the general direction of the Data and Performance Manager, the Product Solutions and Business Analyst will function as the primary management information systems analyst tasked with identifying and documenting business processes and requirements, in order to support the design, development, and implementation of data collection and reporting systems. The Product Solutions and Business Analyst will work closely with business owners by participating in quality improvement projects, improving staff capacity for using data tools, and researching operational gaps raised by analysis_._ __ They will support department-wide efforts to improve data access and analytical capacity for Department staff, the public, decision-makers, and other agencies, including modernization and integration of various key data products, tools and workflows. The role calls for an organized and thoughtful team player, that can excel in a matrix management environment to support Divisions in advancing the mission and goals of OEWD.

    Essential responsibilities include:

    • Collaborate with program staff to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems.
    • Lead coordination among OEWD staff who are delivering Dream Keeper programs and projects, to create or identify data systems or business applications to track program delivery.
    • Work with program staff in data system improvement projects, that identify operational gaps, resource limitations, and system improvements that increase program staff proficiency in use of systems
    • Increase communication and collaboration with IS staff of other City departments implementing Dream Keeper programs and projects in order to create efficiencies in data collection systems, tracking outcomes, and measuring impact
    • Assist program staff in implementing stakeholder surveys, extracting data points and key metrics, analyzing information, and reporting findings and recommendations.
    • Collaborate with Data and Performance team peers and business tools users to maintain, support, and troubleshoot the various application interfaces and connectivity
    • Collaborate with program staff, business users, and third-party vendors to efficiently respond to, troubleshoot, and successfully resolve reported problems.
    • Prepare user and application support, documentation, and provide training as needed.
    • Assist with building dashboards and reports that allow for Dream Keeper Program Staff and OEWD Leadership to evaluate program performance and allow for data driven decision making.
    • Act as an advocate for organizational change while working with Manger of Information Systems, IPC Team, Finance and Admin Team and City GSAIT Team to identify opportunities for improvements in efficiency and data security.
    • Provide excellent customer service to our program staff and maintain positive collaboration with team peers and everyone associated with OEWD and City.

    • Knowledge of San Francisco’s diverse neighborhoods and communities

    • Experience working with a variety of databases, APIs, and formats to extract and transform data
    • Experience using Salesforce products and services
    • Experience with ETL design, implementation, and maintenance
    • Programming proficiency in SQL and Python
    • Experience with data visualization tools, such as PowerBi
    • Experience with GIS and mapping concepts and tools or equivalent

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    MINIMUM QUALIFICATIONS:

    Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

    Experience: Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

    License and Certification: Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
