    PMO TEAM DESCRIPTION: The Project Management Office (PMO) team provides project management and software development tools, solutions, and services to our internal teams as well as to our business partners so they can work faster and better. We aspire to be the connective tissue that supports the core business operations of the System Division, so that our teams are able to achieve our shared vision of making the System Division the partner of choice for City Departments.  Our motto is:  we'll get it done!

    THE ROLE: The Project Management Office (PMO) Manager reports to Systems Division’s Director of Program Management and Service Delivery, oversees a team of three (3) project and program professionals and as-needed consultants, and is responsible for: managing the day-to-day activities of the PMO team; ensuring Systems Division’s programs and projects meet organizational standards; implementing and providing guidance related to PMO processes and policies; and overseeing the work of project management staff.

    The PMO Manager will:

    1. Lead all aspects of Systems Division’s program and project management office, including portfolio governance, delivery methodology and project implementations to ensure projects are delivered with consistent quality and remain on scope, schedule and budget. 
    2. Identify, implement, and promote improved project management standards, tools, and processes across all Systems teams; 
    3. Identify, implement and promote improved portfolio management standards, tools and processes across all Systems Division teams; 
    4. Ensure efficient and effective IT service management procedures used consistently by all System Division teams.
    5. Ensure successful and continuous upgrades of all Enterprise Oracle and PeopleSoft Applications;
    6. Develop staffing plans, hire and manage staff, and evaluate staff and consultant performance;
    7. Manage vendor accounts; recommend consulting services as needed;
    8. Performs other duties as assigned.
  • Qualifications

    Qualifications

    MINIMUM QUALIFICATIONS These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

    EDUCATION: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

    EXPERIENCE: Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience. SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field. DESIRABLE QUALIFICATIONS: The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    • Project Management Professional (PMP) Certification or similar Project Management credential.
    • Experience with production support of a live PeopleSoft or similar enterprise resource planning system 
    • Led in creation of a new or revamped PMO office for an organization, including hiring of PMO team staff, creation or processes and policies, and deployment of methodology to internal teams.  
    • Three (3) years’ experience in developing and/or managing the work of a Project Management Office
    • Three (3) years’ experience as a project manager on PeopleSoft or similar enterprise resource planning implementation and/or upgrade projects
    • Three (3) years’ experience of vendor relationship management
    • Experience in implementing service delivery methodologies, such as ITIL, for mid to large scale organizations
    • Experience hiring and managing project managers, functional, and technical staff
    • Experience with setting performance standards, creating policies and procedures, and managing the work environment for professional level staff
    • Experience in defining and monitoring annual performance goals for multiple teams
    • Excellent communication skills
