Job Description
ABOUT THE WATER SUPPLY & TREATMENT DIVISION The Water Supply and Treatment Division (WSTD) is part of the SFPUC Water Enterprise and is responsible for operating and maintaining water treatment plants, reservoirs, pipelines and pump stations in San Mateo, Santa Clara, Alameda and San Joaquin Counties. To support this work, the Division is headquartered in Millbrae, has a maintenance yard in Sunol, and has various facilities throughout the Bay Area. The Division has a staff of 230 employees, an annual operating budget of $60 million, and is managed by a team stationed in Millbrae consisting of a Division Manager and 5 managers of its Administration, Engineering, Operations (System and Distribution) and Maintenance sections. This 5620 Regulatory Specialist position will report directly to the Division Manager, work out of the Millbrae Office, work collaboratively with the Division’s other Regulatory Specialist, and will routinely travel to the Division’s various facilities as needed, using City vehicles.
POSITION DESCRIPTION: Under general direction from the Water Supply and Treatment Division Manager, the Regulatory Specialist provides analytical and regulatory compliance support to ensure all WSTD operations, facility management, maintenance and capital improvement projects comply with federal, state and local laws and regulations.

Qualifications

QUALIFY BY:
Education: A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field.
AND
Experience: Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis.
AND
License and Certification: Possession of a valid California driver's license.
SUBSTITUTION: A Master’s degree in natural sciences, engineering, environmental or resource planning, public policy or a related field may substitute for one (1) year of work experience. OR A law degree may substitute for one (1) year of work experience.

SCORE REPORT: A confidential score report ("eligible list") of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information including names of applicants on the score report, shall not be made public unless required by law.
However an score report shall be made available for public inspection, upon request, once the score report is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
SCORE REPORT DURATION: The duration of the score report resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.
SCORE REPORT'S USED BY OTHER DEPARTMENTS: Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
