    Job Description

    The Office of the City Administrator seeks a Racial Equity and Inclusion (REI) Leader who is results-oriented, has a keen political acumen, cultural competence and experience working in a fast-paced environment, and building trusted relationships. The REI Leader will work with our Racial Equity Steering Committee to develop, analyze and review policies and programs to ensure racial equity is embedded in our systems, including, but not limited to, policymaking, budgeting, resource allocation, and employment. The REI Leader will have the unique and important role to champion policies, legislation and programs towards eliminating racial disparities in employment and retention.  They will work in tandem with Human Resources to help facilitate the following: create more diverse candidate pools for leadership positions, including internal and external candidates; develop an internal promotional culture of BIPOC employees across the City Administrator’s divisions; increase transparency and awareness about the promotional process; and foster opportunities for professional development.

    ESSENTIAL DUTIES:

    1. Policy Development & Analysis:

     

    • Conduct difficult, sensitive, highly visible, culturally responsive and complex analytical work focused on racial equity including analyzing citywide programs, policies, and legislation. 

    • Consult closely with relevant city and community-based agencies on policy issues related to racial equity with the Racial Equity Steering Committee. 

    • Collaborate with City Administrator leadership, staff and other individuals/experts to clarify needs, issues, and parameters of emerging trends and policy needs in racial equity; conducts complex and comprehensive analyses to evaluate existing and proposed programs/policies designed uplift racial equity; recommends plans for implementation and ongoing evaluation of programs/policies addressing racial equity. 

    • Analyze and report on potential racial equity impacts of hiring and budget, with the goal of staff and community engagement at each opportunity. 

    • Consults closely with relevant city and community-based agencies on policy issues related to racial equity. 

    • Support the development and implementation of key ORE legislative mandates including, but not limited to: Citywide Racial Equity Frameworks, Racial Equity Action plans, Citywide Racial Equity index and scorecards, and related racial equity dashboards, reports and data.

     

    1. Policy Development and Implementation:

     

    • Organize regular meetings with Racial Equity Steering Committee and sub-working group members, and ensures enforcement on action items generated. 

    • Develop and Implement policy and budget recommendations related to racial equity for all Departments under the Office of the City Administrator.

     

    1. Research & Report-Writing:

     

    • Oversee production of reports, findings and recommendations in partnership with Racial Equity steering committee and community organizations. 

    • Present reports, findings and recommendations to staff, including formal presentations to Executive leadership, employment partners and commissions.

     

    1. Internal and External Outreach:

     

    • Support and facilitate convening of key stakeholders, Racial Equity Committee leaders and community partners to advance racial equity. 

    • Provide information and referrals, and respond to inquiries by city departments, community-based organizations, individuals; 

    • Explain and interpret existing laws, regulations and administrative policies; 

    • Conduct outreach by speaking at public events such as with Community Based Organizations, Colleges and Universities, job fairs and develop relationships with other employment partners.

    1. Staff and Volunteer Management:

     

    • Will supervise and train staff, such as undergraduates and/or graduate policy and/or legal fellows; 

    • Lead Racial Equity initiatives and ensure working groups consisting of professional and managerial staff at all levels of the organization meet critical milestones on matters related to racial equity.

  • Qualifications

    Qualifications

    1. Possession of a bachelor’s degree from an accredited college or university in political science, public administration, public policy, law or a related field; AND
    2. Three (3) years of progressively responsible experience in policy development, legislative advocacy, and government relations with a public or non-profit entity.

    SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in in policy development, legislative advocacy, and government relations with a public or non-profit entity. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

    Additional Information

    EMPLOYMENT TYPE: Temporary Exempt, with a maximum duration of three years

    SALARY: $124,072 to $158,366 annually
