    Job Description

    Under general supervision, the Program Specialist at the Investigations Unit performs a variety of specialized technical duties such as investigating, reviewing, evaluating, and coordinating the activities of the Investigations Unit of the Human Services Agency.

    ESSENTIAL DUTIES AND FUNCTIONS

    According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.   

    1. Carries an Appeals caseload and facilitates the hearing process from the beginning until resolution; and takes major responsibilities for the mandated actions of the Appeals caseload. 

    2. Reviews, verifies, and analyzes case materials and other pertinent documents to identify Appeal issue(s); collaborates and works closely with appropriate HSA programs to review and determine whether the County's actions are accurate and correct and in accordance with pertinent regulations, rules, and policies; and timely arranges Aid Paid Pending for applicable cases.  

    3. Serves the claimant and/or Authorized Representative by acting as a conduit for information and makes suggestions to further their claim.

    4. Interviews claimant and potential witnesses prior to hearing.

    5. Negotiates conditional and unconditional withdrawals, as appropriate.

    6. Writes the county’s Statement of Position (SOP) in a timely manner.

    7. Prepares cases and represents the county's position and defends the county's actions in State hearings; conducts oral presentations, presents evidence, and examines and cross examines witnesses during the hearing.           

    8. Facilitates and monitors the County's compliance with negotiated withdrawals and decisions.

    9. Submits monthly reports to the Appeals supervisor.

  • Qualifications

    Qualifications

    Experience: Three (3) years of experience in the Social Services field performing duties in the area of eligibility determination, case management, data management, employment services or training.

    License and Certification:

    Some positions require possession of, or ability to obtain, a valid California driver’s license.

    Special Requirements:

    Essential duties involve the following physical skill and work environment:

    Ability to work in a typical office environment; most positions involve the physical activities of sitting, standing, and lifting 5-10 lbs., and the ability to travel to different sites and conduct home visits. May require hand-eye coordination and manual dexterity for data entry and extensive VDT exposure.

    DESIRABLE QUALIFICATIONS:

    The stated desirable qualification may be considered at the end of the selection process when candidates are referred for hiring.  

    Three (3) years of recent and verifiable experience directly working with the Medi-Cal program (eligibility case processing, quality assurance, troubleshooting, quality control, etc.).
