    Job Description

    Under the direction of the CFO, and in consultation with the Legislative Affairs Manager and the Water Resilience Program (WRP) Director, the Grants Manager (Principal Administrative Analyst) will serve as primary author of the Port’s grant applications, with input from Port specialists from other divisions and direct, oversee, conducts and/or facilitate difficult analytical work related to grants management and compliance, and complex contracting processes.

    Additional key duties include, but are not limited to:

    • Directs and/or conducts the development and implementation of complex and comprehensive survey studies and other processes to determine best process for grant management.
    • Works directly with grantees in the procurement, negotiations, and monitoring components of the grant life cycle
    • Develops and organizes annual reports on evaluation and monitoring, and represents Department or Division at meetings, legislative gatherings, and other events related to this position and duties/responsibilities.
    • Develop programs and initiatives and collaborate and build relationships with other key departments overseeing funding monitoring and execution, monitoring process of programs, policy recommendation and initiatives.
    • Manages the negotiation, execution, and approval of grant agreements, including Port Commission and Board of Supervisor approvals as needed.
    • Coordinates and manages the application and reporting processes for local, state, and federal grant opportunities.
    • Acts as the subject matter expert on grant compliance through an in-depth understanding of federal and state compliance standards and the required reporting processes.

    Education

    Possession of a baccalaureate degree from an accredited college or university; AND

    Experience

    Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

    Substitution

    Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

    Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

    Important Note(s):

    • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
