    Job Description

    The essential duties of this position include, but are not limited to:

    1.  Managing professional employees engaged in work in the areas of leave management, reasonable accommodation, Worker’s Compensation and discrimination complaints’ investigations.

    2. Managing, coordinating and assisting in the development and review of departmental personnel policies and procedures;

    1. Responding to requests for information from Department of Human Resources’ (DHR) Equal Employment Opportunity (EEO) Unit, the State Department of Fair Employment & Housing (DFEH), and the Federal Equal Employment Opportunity Commission (EEOC); briefings the management on all internal EEO complaints and issues;

    2. Developing and evaluating equal employment policies and procedures

    3. Representing HSA in other forums of inquiry, including the Civil Service Commission, grievance hearings and mediation;

    4. Consulting with and advising agency management, and consulting with the City Attorney’s Office and union representatives, on all civil rights activity;

    5. Managing and participating in the collection, compilation, analysis and evaluation of data;

    6. Appearing before bodies and committees to explain and interpret matters involving recruitment, examinations, classification and compensation or human resources operations as they relate to civil rights laws;

    7. Meeting with employees, department heads, labor representatives, and personnel of other jurisdictions regarding the interpretation and application of civil rights laws and regulations concerning recruitment, examinations, classification and compensation, employee relations, and human resources operations.

    8. Meeting with managers and employees and their union or legal representatives to resolve complaints.

  • Qualifications

    Qualifications

    1. EDUCATION

    Possession of a Bachelor’s degree from an accredited college or university;

    AND

    1. EXPERIENCE

    Five (5) years of professional Equal Employment Opportunity experience with major duties including development and implementation of EEO goals and objectives, investigation or resolution of employment discrimination and sexual harassment complaints, and interpretation and application of EEO, ADA, DFEH or other pertinent laws, regulations and guidelines.

    EDUCATION SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years.  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

    EXPERIENCE SUBSTITUTION: Possession of a Juris Doctorate (J.D.) or Master’s degree may substitute for one (1) year of the required professional experience (note, the advanced degree cannot substitute for the required supervisory experience).

    SPECIAL REQUIREMENTS: A current copy of the driver’s license and a current Motor Vehicle Record (MVR) must be submitted prior to appointment. Applicants must possess a good driving record, defined as not having the driving privilege suspended, revoked or being placed on probation for cause involving the safe operation of a motor vehicle within the preceding three (3) years. Violations will be reviewed on an individual basis and may be cause for non-selection or disciplinary action if employed.

    SELECTION PROCEDURES

    After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    1. Minimum Qualification Supplemental Questionnaire (MQSQ); and

    2. Management Test Battery (MTB) (weighted 40% of candidate exam score)

    3. Behavioral Consistency Questionnaire (BCQ).(weighted 60% of candidate exam score)

    Qualified candidates will be sent notices via email for completion prior to the creation of the eligible list.  Each notice will include the date by which responses must be received.  Failure to complete these steps by the established deadlines will result in disqualification.
