PRINCIPAL GIS ANALYST - IDC/GEN/IT- SF Public Works (1054)
Job Description
Under general direction, serves as the top technical authority for managing and maintaining the City’s Basemap, developing mapping tools, creating strategy to implement GIS solutions department-wide. This position will work within the department and with other departments to integrate data and map component changes into the City’s Basemap oversee the parcel management process in partnership with the Assessor / Recorder, guide other IT staff on integrating GIS data and methods into application development. This position will also coordinate and assign GIS related tasks to staff members, publish GIS data and catalog of map coverages for distribution to City Departments and to City’s Open Data Portal (DataSF), identify trends and new technologies within GIS Industry and make recommendations on procurement and implementation of software and hardware products to enhance and improve on delivery of GIS Services, and develop a plan to oversee migration of GIS data to the City’s new CS13 high precision geographic projection as well as develop interoperability between CS13 and other geographic projection systems currently in use.
ESSENTIAL FUNCTIONS OF THIS JOB CODE INCLUDE:
Update and maintain the City’s Basemap.
Develop and administer GIS policies and procedures.
Plan and implement GIS projects and applications.
Identify, obtain, and manage necessary GIS resources.
Assign, monitor and evaluate the work of GIS staff.
Coordinate and/ or advise on GIS-related activities and initiatives with other departments.
Manage relationships with collaborating and/or related outside GIS organizations and attend meetings of local user groups.- Evaluate technological advances and promote and advise on the usage of appropriate technology and tools for users and for integrating GIS into applications.
Design, develop and maintain GIS databases.
Serve as the organization’s expert on GIS matters.
Coordinate system related activities with other departments for multi-departmental system projects.
Manage and monitor the progress of contractors and vendors; resolve problems.
Other duties as assigned.
Qualifications
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND
Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management. _ AND_
Five (5) years of GIS Applications and tools experience.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

SELECTION PROCEDURE: MINIMUM QUALIFICATION SUPPLEMENTAL QUESTIONNAIRE (MQSQ): Candidates will be required to submit an MQSQ at any point in the application, examination or departmental selection process. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. APPLICANTS MUST ALSO COMPLETE THE PRELIMINARY QUESTIONS. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.
SUPPLEMENTAL QUESTIONNAIRE EXAMINATION (WEIGHT: 100%): Candidates deemed qualified will be invited to participate in a Supplemental Questionnaire examination designed to measure their relative knowledge, skill and ability levels in job-related areas which may include, but are not limited to the following:

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores pending an agreement with the union. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
