    Job Description

    Under general supervision, the Program Evaluation Specialist at the Mayor’s Office of Housing and Community Development performs a variety of activities related to data-driven program improvements. This position will work in a highly collaborative environment and assist with the department’s efforts to move toward better outcomes and racial equity with its programs and services and to maximize the impact of program resources. Strategies will include enhanced data utilization, setting key performance indicators, and building the capacity of MOHCD staff and MOHCD partner agencies. This is a limited duration position dedicated to furthering the department’s equitable evaluation work. This work will include supporting an interdepartmental equitable evaluation working group, piloting a framework to assess the effectiveness of specific department initiatives, such as the HOPE SF and the African American Community Stabilization programs, and identifying best practices that could be utilized for department-wide program evaluation.

    The essential functions include being a key member of the Data Analysis, Evaluation and Compliance team that provides data analyses and oversees compliance related to local, state and federally funded community-based organizations that provide a variety of social services and affordable housing to low-and-moderate income residents of San Francisco. This work aims to support San Franciscans with affordable housing opportunities and essential services to build strong communities. 

    Responsibilities will broadly support integrating real-time data into strategic and operational decision-making. Below are examples of specific activities that may be included:

    DATA AND ANALYTICS: Provide data-driven analytical support to real-time problem solving in collaboration with key MOHCD staff and grantees.

    •  Identify appropriate performance metrics, develop relevant data collection and visualization tools (including dashboards), and conduct analysis to assess progress on grant goals and priorities.
    •  Synthesize quantitative and qualitative information on operational, performance, and outcome-related data.
    • Communicate analyses to internal and external stakeholders through presentations, written reports, and oral briefings.
    • Support identified program areas such as HOPE SF, African American Community Stabilization, and Sustainable Homeownership programs, interfacing extensively with MOHCD’s grants management database.
    • Where appropriate, assist with development of data-sharing agreements and protocols.
    • Refine data collection and reporting processes to support monitoring efforts, as needed.

    PROJECT MANAGEMENT AND CAPACITY BUILDING: Develop and implement a project plan, and foster learning within MOHCD and its grantees about how data and data-driven project management impacts program outcomes.

    • Develop and implement project plan, including the business case, roles and responsibilities, intended outcomes, specific deliverables, tasks and action items, milestones, risk mitigation strategies, and a timeline.
    • Establish structured problem-solving processes that support continuous improvement and a collaboration between grantees and MOHCD staff.
    • Coach and train staff, as needed, to engage core problem definitions, data analysis and review, and action planning designed to drive performance.
    • Support in the coordination and facilitation of meetings using a data-driven performance framework (e.g. monthly meetings with grantee leadership, MOHCD grant coordinators, and MOHCD senior leadership).

    • Exceptional project management capabilities and creativity in problem solving; ability to shepherd complex projects through conceptualization, design, and implementation.]Outstanding analytical and critical thinking skills, with experience generating and using data to drive insights.
    • Track record of adeptly navigating complex organizations, developing trust with senior leaders, and building relationships among a diverse group of stakeholders.
    • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment.
    • Self-motivated with an orientation towards results and a track record of driving results with limited supervisory direction.
    •  Willingness to learn, attention to detail, and ability to multi-task.
    • Administrative/professional experience involving community development, housing and/or housing development and finance.
    •  Administrative/professional experience involving change management.
    • Administrative/professional experience in data-driven program evaluation and equitable evaluation in a local government setting.
    • Administrative/professional experience with data visualization and information design techniques, including proficiency in Microsoft Power BI.
    •  Administrative/professional experience with data analysis software such as Stata, Python and R.

    MINIMUM QUALIFICATIONS:

    1.       Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR

    2.       Possession of a baccalaureate degree from an accredited college or university with major coursework in public or business administration, urban planning, government, social work, education, finance, criminal justice, or related field AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, or data-science and data management work; OR

    3.       Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND one (1) administrative/professional experience in community development, housing and/or housing development, finance, or data-science and data management work; OR

    4.       Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, finance, or data-science and data management work. 

    SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
