Job Description
The 1824 Analytics Strategist provides critical support to the Chief Data Officer (CDO). We break our work into three interrelated areas: Data Sharing, Data Governance, and Data Use. Data Use is the primary domain of the Analytics Strategist and drives and orients the work in the other two areas. To address data use needs across CCSF, we first surface analytical problems that need solving, identify the barriers to solving them, then create paths to address them. This often requires working through a mix of technical, policy, and organizational issues.
The Analytics Strategist is responsible for developing a proactive approach that is human and problem-centered and always sets equity and ethics at its core. The Analytics Strategist must translate a myriad of needs from across CCSF into clear and coherent action. This work is not done in isolation but in collaboration with many CCSF analysts and stakeholders. To address these needs, the Analytics Strategist will, in coordination with the CDO and DataSF team, adapt existing DataSF programs or develop and (potentially) manage new ones.
Along the way, the Analytics Strategist should expect to conduct the occasional analytic proof-of-concept to demonstrate value or move the work forward. While the Analytics Strategist will not supervise the work of analysts across the City, the position will help shape approaches to complex analytical problems and build programs that benefit all CCSF analysts.

You’ll project manage the DataScienceSF service
DataScienceSF (DSSF) is an established service from DataSF that helps departments achieve more with their existing resources using advanced analytics.
DSSF works with departments to define a problem, identify statistical methods to address it, and develop and institute a tool to improve their work. The final product of DataScienceSF isn't a recommendation or a report but a service change. The objective of DSSF is to demonstrate the power of data science through a series of department projects. The goal is to reveal strong business cases for advanced analytics.
The Analytics Strategist will work closely with DataSF’s Data Scientist to execute a series of data science projects.

You’ll foster analytical culture change in the City
The Analytics Strategist is responsible for fostering analytical culture change to remove the barriers hindering the city’s analysts and data users. This involves managing existing initiatives, conducting user research to identify gaps, and recommending new programs to the Chief Data Officer to address these gaps. Examples of past initiatives are the adoption and promotion of PowerBI in collaboration with the Department of Technology, developing Data Academy in partnership with the Controller’s Office, and collaborating with Digital Services and the Controller’s Office to develop guides and templates for more accessible public reporting.
A successful candidate will know culture change does not simply happen as a result of the ideas or efforts of a single person. Achieving change at scale invariably involves stakeholder coordination and balancing tradeoffs.

You’ll conduct strategic analytics projects
DataSF occasionally engages in targeted analytical projects that do not require the advanced statistical modeling of the DataScienceSF program. The objective of ad-hoc analysis projects is to either demonstrate a novel technique or approach that is replicable for the broader analyst job class in the city, demonstrate the use of open data or other DataSF products, or encourage the creation of new data sets.

COMPENSATION: $121,0256 - $147,160 annually
