    Job Description

    As a member of the City’s Department of Human Resources Workforce Development team, you will support, coach, advise, and pilot new strategies to support the success of city employees who are leading the Mayor’s Dream Keeper Initiative, a multi-faceted program to reinvest $120 million into San Francisco’s Black and African American community.

    This initiative will hire up to 30 new City employees, across 6 City departments.  The Dream Keeper Initiative itself is intended to provide training and pathway opportunities into City employment.  The success of the initiative depends on the success of the individuals hired to implement the initiative’s programs and services. 

    This role will partner with the City’s Human Rights Commission staff, department HR staff, as well as DHR’s Workforce Development and Diversity, Equity and Inclusion teams to pilot and implement best practices to recruit, retain, develop, and advance the employees supporting this program.

    DHR is seeking a 1244 Human Resource Analyst who will be committed to the success of the Dream Keeper cohort of employees.  Under direction from the program manager and in partnership with DHR Workforce Development, provide day-to-day administration and coordination of the San Francisco Dream Keeper City Employment Pathway Project:

    RECRUITMENT - Partner with hiring departments on recruitments for City positions identified in the Dream Keeper Initiative:

    • Serve as a consultant to hiring departments in recruitment, onboarding, and other employment life cycle activities.
    • Conduct job description and classification review for appropriateness.
    • Advise on effective diversity recruitment and marketing strategies; collaborate with hiring departments to conduct community outreach to targeted applicant pools and other diverse jobseekers
    • Advise, coordinate, and/or participate in candidate screening and selection filters, including assessment development, phone screenings, and interviews; assist hiring departments reviewing selection process results and providing recommendations for employee selection

    JOB APPLICATION ASSISTANCE: 

    • Engage and foster relationships with diverse candidates, including jobseekers from Black and African American communities, and other individuals who have faced challenges gaining employment
    • Provide coaching and educational sessions to assist jobseekers in targeted applicant pools to navigate the City’s job application and hiring processes
    • Develop and maintain recruiting partnerships with community based organizations and other Dream Keeper Initiative partners
    • Develop relationships and maintain a high-touch engagement strategy with talent within the Black and African American community for current and future opportunities within the City and County of San Francisco

    PROGRAM SUPPORT - Plan and facilitate training and development activities to program participants, department placements, and other key stakeholders:

    New Dream Keeper Employee Program Orientation

    • Plan and facilitate activities
    • Supervisor Training

    Dream Keeper Employee Learning & Development Sessions

    • Develop learning objectives, identify and plan learning activities
    • Solicit and coordinate with speakers and other guests/instructors
    • Plan and execute logistics
    • Facilitate sessions and debriefing/reflection activities
    • Coordinate feedback surveys and other follow up

    PERFORMANCE MANAGEMENT AND ADVANCEMENT/MOBILITY SUPPORT:

    • Proactively engage with Dream Keeper Initiative employees and their supervisors on performance management and career development towards permanent civil service appointment
    • Create and execute a framework for Dream Keeper Employee and Supervisors’ feedback, coaching and professional development
    • Develop KPIs, metrics and reporting structure for program and Dream Keeper employee evaluation
    • Track employees’ performance and provide coaching, trainings, and other interventions, as needed, to support ongoing successful performance
    • Provide employees with career development advising and mentoring; assist employees in mapping their career journey within the City workforce
    • Identify training and upskilling opportunities for employees, and opportunities to prepare for the Exam process
    • Actively support employees in identifying PCS employment opportunities and prepare them to compete effectively for these recruitments toward the end of the Dream Keeper project
    • Maintain active discussions with Departments for post-program employment and transition

    DATA AND REPORTING:

    • Create and/or maintain a data system; collect and track data to evaluate effectiveness of recruitment, retention, development, and advancement efforts and identify areas for improvement
    • Provide regular reports on program successes and challenges to program stakeholders, City leadership, and the community
    • Document program best practices and lessons learned
  • Qualifications

    Qualifications

    EDUCATION:

    • Possession of a Bachelor's degree from an accredited college or university.

    EXPERIENCE:

    • Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

    SUBSTITUTION:

    • Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
    • Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
    • Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

    DESIRED QUALIFICATIONS, KNOWLEDGE, SKILLS, ABILITIES

    • Knowledge of merit-based civil service hiring process
    • Working and updated knowledge of employment laws, policies and practices including equal employment opportunity, affirmative action, diversity equity and inclusion
    • Experience providing diverse individuals, including individuals facing barriers to employment success, with job application assistance and career advising support
    • Experience working with the Black and African American community
