    ABOUT COMMUNITY BENEFITS DIVISION  The Community Benefits Division of External Affairs develops the strategic frameworks for Agency-wide community benefits and environmental justice programs and activities, partners with community-based stakeholders and other CCSF agencies, manages pilot programs, and evaluates community outcomes related to investments and partnerships. 

    ABOUT THE PROGRAM The Youth Workforce and Education Programs within Community Benefits implement transformative initiatives that link environmental education with career awareness for our youngest learners to young adults seeking careers at the SFPUC and in the utility sector. The SFPUC partners with local schools, educators, and non-profits serving youth to provide science, technology, engineering, and math (STEM) education and exposure to real-world careers in the water, power, and sewer industries.

    POSITION SUMMARY

    Under the direction of the Community Benefits Workforce Development Manager and the Arts and Education Program Manager, the YOUTH PROGRAMS ANALYST will help develop, manage, and implement a broad range of projects that connect local youth and young adults with environmental education and utility and career awareness opportunities with and related to the SFPUC. The Youth Programs Analyst will carry out tasks related to program administration and evaluation, contract and budget analysis, and strategic planning; research and analyze data; meet with community partners, stakeholders and staff from various City Departments; and draft interdepartmental agreements and documents. We seek collaborative, solutions-oriented self-starters with a passion for advancing environmental justice, racial equity, and economic equity. WHAT YOU WILL DO:

    • Provide day-to-day support to implement the SFPUC-wide Education and Youth Workforce programs and visions.
    • Administer and evaluate strategic initiatives and grant programs.
    • Provide budget and contract analysis for the management of program funds.
    • Provide project management for grant programs and professional services contracts, including coordination with the Contract Administration Bureau, vendors, or grantees; communicate and track deliverables, provide oversight of invoicing and payment processes; and report to internal and external stakeholders on grant or contract progress. 
    • Manage progress monitoring and track performance metrics for Education and Youth Workforce initiatives, and prepare reports and presentations for SFPUC management, commissions/oversight committees, and the general public regarding Education and Youth Workforce programs and grants.
    • Make informed analytical and policy recommendations on a variety of education- and youth workforce-related issues, with a focus on developing the future generation of environmental stewards and the utility workforce.
    • Prepare comprehensive studies, evaluations, and reports as-needed to support policy decisions; advocate funding needs; and assess future financial trends, opportunities, and constraints.
    • Develop strategies to engage kindergarten through high school students in the SFPUC service territories to deepen eco-literacy, awareness of SFPUC operations, and foster environmental stewardship. PERFORM OTHER DUTIES AS ASSIGNED  PER THE CITY'S 1820 JOB SPECIFICATIONS.

    Qualifications

    If you are interested in a job like this, we are looking for people that have the following minimum qualifications:  Applicants must meet the minimum qualification requirements by the Job Ad final closing date unless otherwise noted.

    QUALIFY BY: 

    • Education: Possession of a baccalaureate degree from an accredited college or university; AND
    • Experience: one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, program administration, or contract/grant administration;

    OR 

    QUALIFY BY: 

    • Education: Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, political science, public policy or a related field.

    SUBSTITUTION: May substitute up to two (2) years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, contract/grant administration, urban studies or city planning. One (1) year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units. DESIRABLE QUALIFICATIONS

    1. Experience and interest in environmental justice and racial equity fields.
    2. Project management, planning, and organizational skills, including ability to handle multiple projects simultaneously in a fast-paced environment, and prioritize projects based on agency objectives.
    3. Experience in grant management and budget/contract analysis.
    4.  Experience in program evaluation and data management.
