    Job Description

    Under the direction of the Securing the Cities (STC) San Francisco Bay Area Regional Program Manager, the Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE)/Securing the Cities (STC) Regional Project Manager develops and implements regional program and project goals with a focus on Department of Homeland Security Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) capabilities related to public safety agencies and health organizations; builds public-private and other strategic partnerships; defines organizational structure; manages outside agencies, consultants and vendors; coordinates Bay Area UASI CBRNE functions to meet FEMA and the National Homeland Security Program goals and objectives; coordinates, plans, and facilitates meetings; serves as the representative of the department in meetings involving regional projects, policies or procedures; and performs related duties as required. The CBRNE Regional Project Manager oversees and executes all programmatic tasks associated with the application for and distribution of federal and state grants, including maintaining records, negotiating deliverables and timelines for projects, and creating agreements outlining contract amounts and terms. The position provides regional coordination, monitoring, management, and oversight of grant-funded projects and programs. The CBRNE Project Manager role also involves working with Bay Area UASI subject matter working groups, as well as other stakeholders related to Bay Area CBRNE program, to obtain and make recommendations to the Bay Area UASI Approval Authority on application for and allocation and distribution of grant funds, including policy and programmatic objectives.

    The 0931 CBRNE Project Manager position’s focus is to enhance the STC grant program by supporting and sustaining the core capabilities in Chemical, Biological, Nuclear, Radiological, and Explosive (CBNRE) capabilities, which includes the following:

    • Supporting the STC Program Manager.

    • Providing logistical support for the regional Project Management Office (PMO).

    • Communicating with committee chairpersons and committee membership.

    • Convening committee meetings and conducting initial planning.

    • Identifying and addressing general operational concept for region with regard to primary/secondary screening and reporting.

    • Identifying regional equipment requirements for primary and secondary screening.

    • Developing a comprehensive roadmap by which regional partners will navigate all phases of the STC program, describing the mission, goals, phases of implementation, and a detailed Plan of Action and Milestones (POAM).

    • Providing analytical support to the STC Program Manager to implement functional area committees: Executive Committee, Operations Committee, Training and Exercise Committee, Equipment Committee, and Information Exchange Committee.

    • Attending regional meetings on an as needed basis. Examples include: Performing regional capability assessments; Monitoring sub recipient award expenditures; Engaging federal, state, and local agencies in both the CBRNE and STC San Francisco Bay Area programs; Facilitating the Bay Area CBNRE Workgroup meetings; Managing, facilitating, and planning Public and Medical Health Workgroup meetings; Conducting a regional CBRNE gap analysis; Strategizing regional procurement for CBRNE equipment and Training/Exercise; and Developing after action reports and other FEMA related document.

    • Performs other related duties and responsibilities as assigned.

    SCHEDULE/HOURS: Typically, Monday - Friday from 8 am - 5 pm. May include occasional weekend, evening, holidays, and on-call hours based on needs of the department. Telecommuting may be available at the discretion of DEM management pursuant to the City’s Telecommute Policy.

    Qualifications

    Education: Possession of a Bachelor’s degree in Business, Public Administration, Emergency Management or a closely related field; AND

    Experience: Five (5) years of professional experience in emergency/disaster/recovery planning and/or public health, of which three (3) years must include supervising professionals.

    Education Substitution: Additional qualifying work experience in emergency/disaster/recovery planning and/or public health and may be substituted for the required education on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).

    Experience Substitution: Possession of a Master’s degree in Business, Public Administration, Emergency Management or a closely related field may substitute for one year of experience (but may not substitute for the required supervisory experience).

    DESIRABLE QUALIFICATIONS:

    • Working knowledge in the area of Hazardous Materials response and recovery operations.

    • Working knowledge in the field of CBRNE program development and administration.

    • Working knowledge of implementing CBRNE training and exercise initiatives.

    • Completed courses towards or completion of Project Management Professional (PMP) certificate.

    • Experience reviewing, recommending, and evaluating strategies for the financial and administrative management of grant funded programs.

    • Working knowledge and/or completed courses regarding chemical/biological and    radiological nuclear materials.

    Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.  

    One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
