    Job Description

    The 0922 Manager I, COVID Community Response and Recovery Manager, under administrative direction plans, leads, directs and monitors the activities of staff performing community work, with an emphasis on Latina/o/x equity work for COVID.  Under the management of the COVID Task Force, the COVID Community  Response and Recovery Manager will oversee response and recovery efforts for the Latina/o/x community, develop community standards and make decisions which impact the daily equity operations and implementation of COVID community operations, including but not limited to testing and vaccine efforts in the Latina/o/x community. The COVID Community Response and Recovery Manager solves problems requiring analyses of issues that standardize approaches and processes, authorizes deviations from standard processes when required based on analyses, and/or determines needs for additional resources. 

    The essential duties include, but are not limited to the following:

    • Manages programs, operational activities, or projects of assigned section or program area; supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division;
    • Monitors the work of and coaches subordinates to improve performance;
    • Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.
    • Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives;
    • Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records.  Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns;
    • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities; AND
    • Assists in developing and implementing operational policies to ensure the efficient operation of section or program.

    The 0922 Manager I performs other related duties as assigned/required.

  • Qualifications

    Qualifications

    1. Possession of a Bachelor’s degree from an accredited college or university; AND  
    2. Four (4) years of professional level experience with primary responsibility for overseeing, monitoring, and/or coordinating community health care programs or services.

    Education Substitution: Additional qualifying full-time work experience (2000 hours equals one year) may be substituted for up to two (2) years of the required education. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

    One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

    DESIRED QUALIFICATIONS: The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    • 2 years of professional level supervisory experience.
    • Management experience.
    • Oversight of a health program or direct health service to the community or patients.
    • Experience in facilitating and coordinating strategic planning with a diverse group of stakeholders.
    • Clear understanding of social determinants of health, including racial disparities and equity, that have led to disproportionate impacts during the COVID, specifically in the Latina/o/x community.
    • Solid experience in coordinating and implementing complex projects and plans that involve multiple agencies and stakeholders, including community key stakeholders.
    • Bilingual (Spanish) with knowledge of community health.

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
