    Job Description

    As the City Government Zero Waste Assistant Coordinator, you will be responsible for assisting with the development, implementation, evaluation, and enforcement of the City’s zero waste policies and programs in the city government sector. You’ll work with colleagues at a wide range of city departments to help them implement and improve their on-site zero waste processes and programs.  In addition, as the City Government Zero Waste Assistant Coordinator, you will provide analysis and assistance to government and service provider partners on issues that may affect our path to zero waste  such as policy development and advocacy, on-site inspections, behavior change methods and waste generation reduction strategies.  You will have day-to-day decision-making responsibilities for projects as well as the ability to negotiate within project scopes.

    Serving in an Assistant-level position (Class 5638), you will work under the supervision of a Class 5642 Senior Environmental Specialist (the City Government Zero Waste Senior Coordinator) who is responsible for defining project scopes and deliverables.

    WHAT YOU’LL DO - The duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

    • Assist in implementing the City’s zero waste policies and programs including the Resource Conservation Ordinance, the Mandatory Recycling and Composting Ordinance, Resource Separation Compliance Ordinance, and the City’s pledges to reduce municipal solid waste generation 15% by 2030 and disposal 50% by 2030.
    • Collaborate with the City Government Zero Waste Senior Coordinator to develop and implement zero waste action plans and outreach strategies by conducting presentations on zero waste to city employees, working with Zero Waste Coordinators to improve programs, and developing website content.
    • Help departments manage the selection and training of their own Departmental Zero Waste Coordinators, and work with departments to facilitate zero waste programs.
    • Collaborate with the City Government Zero Waste Senior Coordinator to develop and execute strategies to reduce wasted food, textiles, paper, plastics, and other materials.
    • Develop and manage databases for tracking ordinance compliance and outreach activities.
    • Conduct refuse assessments and help to maximize zero waste efforts at city department locations by providing technical assistance to city departments by maintaining and implementing new recycling and composting collection programs, conducting refuse audits and site visits, calculating recovery rates, identifying cost savings, making recommendations, negotiating with service providers, installing bins and signage, training employees, and evaluating program effectiveness.
    • Maintain and improve the Virtual Warehouse (the City’s online exchange system of supplies and equipment available to other Departments) to increase compliance with the Surplus Disposal Ordinance.
    • Collaborate with the Office of Contract Administration to increase the zero waste aspects of products purchased by developing contract specifications, collecting purchasing records and teaching purchasers about requirements.
    • Coordinate and negotiate with service providers, building managers, custodial supervisors, upper management, and colleagues on the Environment Now outreach team to gain support and ensure sufficient material collection and program implementation for city department locations.
    • Present information to the public, and trade associations, and respond to inquiries and complaints.
    • Provide administrative support and perform other tasks as necessary.

    MINIMUM QUALIFICATIONS

    Education - Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to zero waste (including but not limited to environmental studies, economics, or geography) from an accredited college or university; and

    Experience - One (1) year of professional experience in planning, coordinating, implementing, and evaluating environmental programs, within the specialty area of zero waste; and

    License - Possession of a valid driver's license.

    DESIRABLE QUALIFICATIONS - The desirable qualifications may be used to select among finalists at the end of the selection process. We do not expect any one candidate to have all the qualifications listed.  We highly encourage you to apply if you are interested in joining us.

    Salary - $74,334 - $90,350 per year

    SELECTION PROCEDURES

    Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be emailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Supplemental Questionnaire Evaluation (Weight: 60%) - Candidates who respond to the MQSQ and advance beyond the minimum qualifications review will be prompted to complete a Supplemental Questionnaire. All candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Performance Evaluation (Weight: 40%) - Candidates who advance beyond the minimum qualifications review will also be prompted to complete a Performance Evaluation. All candidates must complete the Performance Evaluation and it must be submitted before the provided deadline. The information provided on the Performance Evaluation must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Performance Evaluation cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation and Performance Evaluation in order to be ranked on the eligible list.

    The Supplemental Questionnaire and Performance Evaluation are designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: source reduction, reuse, recycling, and composting principles; zero waste policies; required materials, equipment, and processes for collection, recycling, and composting; and program planning, implementation, outreach, coordination, and administration. This also includes the ability to: determine compliance with zero waste policies and develop compliance guidelines; conduct site visits and assessments; work both independently and in a team setting; work with service providers, businesses, institutions, government agencies, non-profits, and the public; conduct research and analysis; proficiently use a personal computer, including word processing programs, internet, database and spreadsheet navigation, and presentation software; provide technical assistance and training, including creating outreach and training materials; communicate effectively, both orally and in written format; and deliver public presentations in a clear and confident manner.

    After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process. Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions. Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
