Monitors and enforces 49 CFR Part 1542 Airport Security regulations (TSA 1542) and ensures compliance with FAA Part 139 Airport Certification regulations (FAR 139). Provides operational airfield and terminal services including conducting airport safety and security inspections, responding and participating in airport emergencies and incidents, coordinating winter operations events and reporting and communicating airfield or airport conditions, wildlife management and control, terminal crowd control and airport customer service. Handles inquiries and requests from the general public, airport tenants and outside agencies. Makes independent decisions concerning response priorities. Work is performed under general supervision. Essential Functions Performs periodic, daily and continuous inspections of airfield and airport property to ensure airport maintains FAA FAR 139 Certification compliance as well as local and State rules and regulations. Reports airport and airfield conditions in an accurate and timely manner, as is a required by the Federal Aviation Administration (FAA). Inspects runways and taxiways, along with unpaved areas, airfield markings/signs/lighting, surface movement and guidance control systems. Monitors local and regional weather patterns. Coordinates winter operations and reports field conditions. Monitors airport movement and non movement areas for Foreign Object Debris (FOD) and wildlife. Issues proper Notices to Airmen (NOTAMS) when conditions require. Responds to airport emergencies and incidents and assists coordinating activities for emergency/incident responses. Ensures compliance with TSA 1542 through airport terminal and perimeter security inspections, and issues proper security notices of violation. Monitors and coordinates all airport operations via airport operations and communications center. Monitors movement and airport access through security access tracking software and responds to all alarms in which unauthorized access is attempted. Monitors and controls multi faceted enhanced CCTV systems using computer software and semi-complex control hardware. (40%) Provides customer service to the public and airport community. Maintains lost and found program. Tracks lost and found materials and coordinates return of items when requested. Provides assistance and guidance for airlines and airport vendors. Acts as a sworn code and rules and regulations enforcement officer. Enforces City regulations for airport landside arrival/ and departure and parking areas through issuing ticketing violations as needed. Responds to City Clerk's office and in some cases City Court proceedings when tickets are contested. Handles inquiries and requests from the public, tenants, as well as outside agencies. Operates and monitors a multi-channel, county-wide two-way radio system to communicate airport functions as well as emergencies on and around the airport. Operates and/or monitors flight information displays, weather displays, runway surface sensor displays, and fire detection system and emergency notifications. Operates computer terminals including software such as Microsoft Office products and PASSUR OpsNet. (40%) Provides assistance to Boise Airport Credentialing/Badging and Training Center to ensure proper training and screening of personnel working and operating within the Boise Airport. Maintains an extensive security threat assessment database and provides daily submissions of badging credentials to the Transportation Security Administration (TSA) clearing house. Processes security badging/credentialing and training applications. Maintains and submits security threat assessment data, administers fingerprints, interprets results, and checks the Federal no fly list for each applicant. Provides security and airport drivers/familiarization training to employees, tenants, and others as outlined in TSA 1542 and FAR 139. Maintains signatory authority records and conducts monthly training classes as directed by TSA 1542. Performs continuous audit functions including maintaining and reviewing employee and tenant files and training records. Conducts multiple and comprehensive audits of security media (badging) compliance for internal and external agencies, and maintains a security access (airport door access key) database. Processes airport door access (key) requests and maintains records for airport door access (keys). Functions are performed by the AOS's assigned to the airport credentialing/badging and training center are audited by the TSA and FAA. (20%) Performs other duties as assigned. Total Percentage = 100% Requirements Required Knowledge, Experience, And Training Requires education and/or experience to attain the following: Bachelor's degree in Airport Management, Aviation Science, Business or Public Administration, or closely related field, with one year experience in airport operations or administration including demonstrated experience conducting FAR 139 airfield inspections, or an equivalent combination of education and/or experience. Working knowledge of airport and airline operations and security; Federal, state and local laws, regulations, policies, and procedures related to operations of certified, commercial airport; airfield and terminal procedures and technical aviation issues, equipment and administration; safety practices and precautions sufficient to recognize and correct hazardous situations; basic aviation and airport control procedures sufficient to provide safe coordination of various areas of airport and aircraft.
