    Job Description

    The Project Manager will be tasked with managing Philadelphia’s 911 Triage and CIRT Expansion. The primary ongoing responsibility is for project management of the City’s efforts to expand the current pilot 911 Triage and CIRT program. This program has two primary operational components:

    1. 911 Call Triage Infrastructure designed to better identify and respond to behavioral health crisis calls to 911.
    2. A pilot Crisis Intervention Response Team (CIRT) Program which will pair a behavioral health clinician with a CIT officer to respond to 911 calls and requests from patrol officers for help with people in crisis.

    Implementation of both the 911 Triage Infrastructure and the CIRT Program will ensure that individuals experiencing behavioral health crises in Philadelphia are responded to safely and connected with the most appropriate services and supports based on their immediate needs. The goal of the program remains to safely deflect individuals with behavioral health needs away from the justice system and into more appropriate behavioral health care or social services in the community. As such, this effort is closely connected to the City’s broader criminal justice reform and crisis system expansion goals.

    The Project Manager is also responsible for coordinating activities and ongoing collaborations, including communications with community-based organizations, City departments, and other stakeholders.

    The Project Manager will frequently have to work with the Police Department, Department of Behavioral Health and Intellectual disAbilities Services, service providers as well as community members.

    **THIS POSITION IS GRANT-FUNDED. FUNDING FOR THIS POSITION IS ONLY GUARANTEED ALTHOUGH THERE IS THE POSSIBILITY FOR EXTENSION IN THE FUTURE IF FUNDING BECOMES AVAILABLE.

    ESSENTIAL FUNCTIONS

    • Manage a variety of project teams made up of Philadelphia Police Department, behavioral health professionals; community health care providers, community advocates and other City personnel
    • Specifically, coordination of Steering Committee, Community Engagement and Racial Equity committee, Data and Evaluation workgroup, Operations Workgroup, 911 Radio Room Workgroup etc. and agenda setting
    • Creation of long- and short-term project plans, including setting targets for milestones, adhering to deadlines and allocating project resources
    • Delegating tasks to responsible project team members
    • Identifying and managing potential risks and liabilities and communication of issues with project team
    • Develop benchmarks, performance metrics, and the ongoing tracking of project progress
    • Manage project budget across City departments
    • Perform quality control on the project throughout development to maintain the expected standards
    • Adjusting schedules and targets on the project as needed
    • Motivating people involved in the project to complete tasks on time

    COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

    • Proven working experience as a project manager in the criminal justice or social services sector
    • Knowledge of Philadelphia’s behavioral health and law enforcement system preferred
    • Proven experience with community engagement and racial equity work
    • Excellent verbal, listening and written communication skills
    • Able to collaborate with all levels of government and non-governmental agencies
    • Ability to work across systems and with diverse stakeholders
    • Solid organizational skills including attention to detail and multi-tasking skills
    • Ability to delegate effectively
    • Ability to manage a large budget across City organizations, grant writing expertise
    • Strong working knowledge of Microsoft Office, and project management tools
    • Ability to work cooperatively and effectively with others to set goals, resolve problems, and make decisions
  • Qualifications

    Qualifications

    • Bachelor’s Degree or Formal Project Management certification or training preferred but not required
    • Three to Five years of project management experience preferred
    • High-level managerial skills including problem-solving, decision-making, and conflict resolution are also required.
    • Experience with both digital and traditional communications.
    • Knowledge of Philadelphia and communities across the city required.
    • Project management skills: ability to multitask, problem-solve, prioritize, delegate, and to create systems and processes.
    • Ability to regularly attend night and weekend events.
    • Possess exceptional written and verbal communication skills; clearly communicate information, listen well and ask relevant questions.
    • Excellent judgement and analytical skills.
    • Ability to exercise discretion and independent judgment in the formulation and recommendation of policy/programmatic positions OCJ;
    • Ability to work cooperatively and courteously with others;
    • Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner;
    • Knowledge of office computer applications.
    • Resident of Philadelphia within 6 months.

    Additional Information

    SALARY RANGE: $60,000 - $70,000
