    Job Description

    The Anti-Violence Community Partnership Grants Program Coordinator (“Program Coordinator”) is a position within the Managing Director’s Office’s (MDO) Office of Policy and Strategic Initiatives for Criminal Justice and Public Safety (CJPS) and will report to the Anti-Violence Community Partnership Grant Program Manager. The Program Coordinator will monitor anti-violence program activities, including but not limited to CEG grant-funded program activities to ensure alignment with CEG grantees’ grant agreements.

    About the Anti-Violence Community Partnership Grants As part of achieving and sustaining a reduction in gun violence and improving the quality of life in affected communities, the City invests in organizations with strong track records of delivering quality interventions to help them expand and strengthen their efforts. This is done through a two-tier approach:

    • Community Expansion Grants (CEG) – This new grant fund focuses on supporting mid-sized organizations with a proven track record in programming that interrupts the cycle of gun violence to be able to expand their reach, deepen their impact, and achieve scale.     • Targeted Community Investment Grants (TCIG) – Operated since 2019, Targeted Community Investments Grants provide grants awards from $1,500 to $50,000 to support small, community-based and grassroots programs in the delivery of services alongside providing fiduciary support for the organizations receiving grants. In fiscal year 2022 (FY22), TCIG will expand its grantmaking and anticipate grantmaking to 20 – 30 organizations. To see examples of past TCIG grant awardees, click here.

    These grant awards are administered by a contracted fiscal administrator.

    Understanding of the correlations between positive engagement, trauma-informed methodologies, and restorative justice as effective interventions and supports at reducing gun violence and supporting communities struggling with high rates of gun violence is critical, the City contracted an evaluation vendor to ensure that investments are yielding the desired outcomes and impacts, and to ensure transparency, accessibility, and accountability for the investment. The Anti-Violence Community Partnership also contracted a capacity building & technical assistance (“TA”) vendor to implement a capacity building for CEG awardees that strengthens their reporting and programmatic infrastructure to position programs to grow in scale and strengthen their impact on Philadelphians at highest risk of being involved in gun violence.  In this role, under the direction of the Anti-Violence Community Partnership Grant Program Manager, you will:

    • Monitor the programmatic activities of anti-violence programs and oversee compliance, which includes but may not be limited to monitoring CEG-funded programs
    • Maintain systems for document organization, routing, and tracking
      • Track and maintain detailed records assuring goals and objectives are met
    • Review grant applications, grant agreements, and/or contracts to ensure understanding activities to be monitored
    • Conduct monthly site visits and routine monitoring to ensure activities are in being conducted in compliance with the grant agreement/contract
    • Coordinate with the fiscal administrator to ensure alignment between fiscal and programmatic activities and grant agreements
    • Review and analyze grantee programmatic and expenditure reports to ensure compliance with grant agreement/contract
    • Prepare routine progress reports on grant-funded/contracted activities
    • Elevate feedback and concerns to the Anti-Violence Grants Program Manager, including when:
      • Activities do not comply with grant agreements/contracts
      • Performance is not satisfactory
      • Grantee/contractor needs technical assistance and capacity building support
    • Adhere to set policies and procedures
    • Support the activities of the Anti-Violence Community Partnership TA and evaluation contracts as needed, which may include but may not be limited to:
      • Supporting site visits as needed, which may include supporting focus groups, on-site evaluations, and interviews
      • Conducting data entry as needed
      • Administering program participant surveys as needed
      •   Supporting coordination between grantees and vendors
      • Other related duties as assigned

    COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

    • Excellent organizational skills, including attention to detail and multi-tasking skills
    • Excellent verbal, listening, and written communication skills, including technical writing
    •  Ability and willingness to collaborate with all levels of government and non-governmental agencies
    • Ability and willingness to serve as a partner to anti-violence grantees, majority of which are community-based organizations
    • Ability to work cooperatively and effectively with others to set goals, resolve problems
    • Ability to work in a self-directed manner and seek supervisor guidance as needed
    • Ability to follow strict privacy and security protocols for handling sensitive data in accordance with federal, state, and local regulations
    • Strong working knowledge of Microsoft Office (including SharePoint and Teams) in a Windows environment
    • Flexibility and capacity to manage multiple priorities with competing deadlines
    • Flexibility to work in the field
    • Ability to learn new skills quickly
    • Familiarity with program monitoring practices and principles
  • Qualifications

    Qualifications

    • Completion of a bachelor’s degree at an accredited college or university in any area of study with preference to public administration/policy, human services, social work, criminal justice, non-profit management, or related fields
    • Applicants without a degree but with relevant experience will also be considered
    • Familiarity with program monitoring, contract management, and/or grant reporting
    • Three – five years of relevant experience

    Salary Range: $50,000 - $55,000
