    Job Description

    GENERAL DEFINITION:

    The employee in this class administers jury selection functions and ensures a quality selection of jurors is provided to the court system on time and in sufficient quantities.

    Employees in this class provide oversight of daily operations associated with juror selection and provide general direction on policy and procedures. The Jury Selection Commissioner is hired by the Board of Judges.

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS:

    • Extensive knowledge of departmental rules and procedures, legal rulings, and ramifications regarding jury selection.
    • Ability to communicate clearly and effectively.
    • Ability to exercise courtesy and tact in dealing with the public.
    • Ability to resolve issues relating to juror selection.
    • Ability to establish and maintain effective working relationships with coworkers and the public.

    REQUIREMENTS:

    1. Possession of a minimum of ten years’ training and experience in court/jury selection administration.
    2. Candidates possessing a license by the Supreme Court of Pennsylvania to practice law and Juris Doctorate are PREFERRED.
    3. Successful completion of a criminal and financial background investigation.
    4. City of Philadelphia residency required within six months of successful completion of orientation period.
    5. Ability to perform the essential functions of the position.
    6. Proof of Covid-19 Vaccination is required.

    ESSENTIAL FUNCTIONS:

    THE FOLLOWING DUTIES ARE NORMAL FOR THIS POSITION.  THESE ARE NOT TO BE CONSTRUED AS EXCLUSIVE OR ALL-INCLUSIVE.  OTHER DUTIES MAY BE REQUIRED AND ASSIGNED.

    • Reviews court opinions relating to jury selection and ensures proactive measures are taken by staff to maintain consistency with judicial guidance.
    • Supervises and coordinates, through subordinates, activities of workers engaged in preparing reports, statistics, and other data on departmental activities.
    • Reviews preliminary budgets and adjusts items for compliance to anticipated needs. Prepares program budget.
    • Directs updating and correction of Jury Selection master file information.
    • Confers with subordinate supervisors to ascertain necessary actions and solve problems when they occur.
    • Hires, promotes, and disciplines department employees.
    • Trains supervisory personnel in work and court procedures.
    • Develops new procedures and policies for department as needed.
    • Delivers speeches and participates in discussions with representatives of the public to resolve problems related to jury selection.
