Zero Fare Program Data and Evaluation Manager
Job Description
Reporting to the Director of the Zero Fare Program, the Zero Fare Program Data and Evaluation Manager will lead the evaluation and data analysis that is used to support the Zero Fare Program policy and implementation. This individual will conceptualize and execute data analysis needs for the Zero Fare Program, using administrative data and programmatic data from City and external partners. This will involve developing an analytic plan, then generating the appropriate results using statistical software requiring coding, building dashboards, and creating geospatial data products. We are looking for a detail-oriented leader with a passion for data-driven decision making and improving the provision of City benefit programs. This position requires advanced knowledge of statistics and ArcGIS software. This position will work closely with the City’s Office of Integrated Data for Evidence and Action, Office of Transportation, Infrastructure, and Sustainability (OTIS), the Office of Community Empowerment and Opportunity, SEPTA and others.
This Zero Fare Program Data and Evaluation Manager will also support the Zero Fare Team in managing the program enrollment data and associated databases. This may include updating individual member transactions or broader program data needs.
The Zero Fare Program Data and Evaluation Manager will serve as the point on the program evaluation for this pilot project, which include working with external researchers to develop an evaluation plan, study design, and outcomes analysis.

37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.

Salary Range: $75,000 - $85,000
