If you answered yes to several questions above, you may want to join our team. HR&T is searching for a Recruitment Specialist to help fill vacancies across the City of Philadelphia with an emphasis on exempt positions (non-employment exam positions).
The Recruitment Specialist will join a collaborative, autonomous, and innovative teams that provides citywide services and supports city agencies in their talent acquisition, professional development, organizational development, and employer branding needs.
WORK-LIFE: Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.
ESSENTIAL FUNCTIONS
SOURCING THROUGH SOCIAL MEDIA – The ideal candidate is experienced with using social media platforms to recruit new talent. This position will be responsible for posting positions on social media, increasing engagement and awareness of City vacancies, and tracking and reporting. This will involve creating hashtags, social media posts, blogs or other methods of social media promotion.
DEVELOP RECRUITMENT PLANS – The ideal candidate will conduct meetings virtually or in-person with hiring managers to learn about their job vacancies. This position works to develop and suggest recruiting plans or strategies to source from professional organizations, diverse populations, career fairs, and other various sources and methods. The Recruitment Specialist will help to fill various leadership, technology, unique and/or hard-to-fill positions.
ABILITY TO USE LINKEDIN RECRUITER – The ideal candidate is familiar with LinkedIn Recruiter seat, or willing to learn how to use it. This position uses LinkedIN Recruiter frequently to for targeting recruiting and job posting, and tracking the performance of the job posting.
ABILITY TO USE APPLICANT TRACKING SYSTEMS (ATS) – The ideal candidate is experienced using applicant tracking systems to post jobs, track hiring status, and run reports. We use SmartRecruiters as an ATS and this position will work closely with an HR&T Coordinator to post jobs on the ATS.
ENGAGE JOB SEEKERS AT CAREER FAIRS – The ideal candidate is experienced and passionate about engaging and conversing with job seekers at career fairs. This position may represent the City of Philadelphia at both in-person and virtual career fairs hosted by the City of Philadelphia, or other organizations. This position may also support or provide talent acquisition insight to career fair planning teams.
ABILITY TO TRACK AND REPORT RECRUITING METRICS – The ideal candidate would be able to use the applicant tracking system, and other recruiting platforms to produce metrics to evaluate performance of recruiting methods. This position will provide monthly, quarterly reports to show the trends and general performance activity for City of Philadelphia positions.
In addition to this position primarily focusing on exempt (non-employment exam) positions, the position may occasionally provide universal insight or support collaboration in the recruiting of civil service positions. The position will work closely with the Deputy Director of Talent Management, and the HR & Talent Coordinator within the Chief Administrative Office, HR & Talent.

SALARY: $60,00 - $65,000 / year
NOTE - As a condition of employment with the City of Philadelphia, employees starting employment on or after September 1, 2021 must be vaccinated.
