    Job Description

    GENERAL DEFINITION

    This is an at-will professional position involving screening juveniles alleged to have committed misdemeanors, felonies or misconduct.  The work requires discretionary judgment in recommending either release, referral to community agencies or custody of juveniles.  The employee must work various shifts as necessary.  Work is performed under the supervision of a higher level professional.

    This is professional work which involves making evaluations of a client’s eligibility, physiological and/or psychological condition, problems and needs.  Work is performed within established guidelines and procedures; however, independent judgment must be exercised in certain situations. The employee is expected to work shifts as required by the 24 hours, 7 days per week operation of the Unit.

     

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS

    • Thorough knowledge of social and behavioral sciences with emphasis on behavior deviations of persons involved in delinquent or criminal behavior.

    • Thorough knowledge of probation work and investigation principles, practices and techniques.

    • Thorough knowledge of community, social and economic resources and conditions as they relate to crime and delinquency.

    • Considerable knowledge of specialized and/or advanced changes in probation or group counseling work, and current developments in the probation field.

    • Knowledge of the Pennsylvania Juvenile Act and other laws regarding juveniles.

    • Knowledge of probation casework methods, techniques and procedures.

    • Ability to establish and maintain effective work relationships with public agencies and institutional personnel, the general public, and work with individuals.

    • Ability to express ideas clearly and effectively, orally and in writing.

    REQUIREMENTS

    1. Bachelor’s degree from an accredited college or university with major course work in Social Work, Psychology, Criminology or Counseling and Guidance.
    2. Three (3) to five (5) years of experience as a Probation Officer or related vocation

     

                                  OR

    1. Equivalent combinations of training and experience providing the characteristics required to perform the essential functions of the class may substitute for those listed.
    2. After meeting minimum standards, successful completion of a panel interview process.
    3. City residence required within six (6) months of satisfactory completion of an employment orientation period.
    4. Ability to perform the essential functions of the position.
    5. Available to work various shift assignments on weekdays, weekends, and holidays.

    ESSENTIAL FUNCTIONS

    THE FOLLOWING DUTIES ARE NORMAL FOR THIS POSITION.  THESE ARE NOT TO BE CONSTRUED AS EXCLUSIVE OR ALL INCLUSIVE.  OTHER DUTIES MAY BE REQUIRED AND ASSIGNED.

    • Conducts initial intake interview with juveniles as a result of situations such as alleged delinquent acts and private complaints from citizens referred to the Intake Unit by law enforcement agencies, community agencies or parents.
    • Receives initial contact from law enforcement authorities for determination of court jurisdiction.
    • Recommends custody and/or release of juveniles arrested and held in police facilities.
    • Directs law enforcement personnel in the processing of juvenile offenders.
    • Determines previous criminal history via various data platforms.
    • Monitors and responds appropriately to Global Positioning Systems (GPS) alarms during non-traditional hours.
    • Determines if delinquency charges should be adjusted at the intake level or referred for judicial action.
    • Determines necessity for detention or release to parents or other social service agency in accordance with criteria set forth in the Juvenile Act of Pennsylvania and other established court guidelines.
    • Implements, expedites, and reviews judicial orders regarding all juveniles in custody.
    • Releases, refers, and places juveniles on monitoring programs as per court orders.
    • As necessary, collects samples for Deoxyribonucleic acid (DNA) testing using buccal swabs and makes fingerprint records.
    • Expedites transfers of juveniles in custody to other institutions and/or social agencies.
    • Expedite and review court orders for juveniles in detention custody.

    SALARY:      $71,685 – $79,529 (P26)
