    Job Description

    POSITION SUMMARY 

    Candidates for this position should possess a strong desire to work in a team-oriented, fast-paced, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation. The successful candidate for this position will assist with the development, strategic planning, implementation, and evaluation of an integrated preparedness program to support the preparedness for and response to emergency incidents in Philadelphia.

    ESSENTIAL FUNCTIONS

    Under the direction of the Infrastructure Program Manager, the Infrastructure Planning Coordinator is responsible for a range of activities including, but not limited to, the following:

    • Gaining subject matter expertise by researching, reviewing, and synthesizing best practices related to citywide disaster planning and operations;
    • Writing and updating citywide emergency plans for meeting essential needs during the preparedness, response, recovery, and mitigation phases of emergency management;
    • Developing and updating comprehensive response plans for a variety of citywide emergency plans, including, but not limited to, severe weather, damage assessment, debris management, and utility disruptions;
    • Supporting the assessment of utility and infrastructure conditions, potential vulnerabilities, and damages;
    • Support the coordination of the administration of federal public assistance reimbursements associated with Presidential Disaster Declarations;
    • Developing and maintaining partnerships and effective working relationships with a variety of stakeholders from local, state and federal government as well as community-based organizations, non-profit organizations and private entities;
    • Developing resources to further the City’s readiness, response and recovery;
    • Conducting special projects;
    • Performing other work as required; and
    • Serve periodically in an on-call capacity on field response teams.

    EDUCATION AND EXPERIENCE

    • Completion of a bachelor’s degree from an accredited college in emergency management, public administration, urban planning, or related field.
    • Two years of experience in an emergency management or planning profession specifically geared towards developing, managing, and implementing plans and documents.
    • Project management experience.
    • Experience facilitating meetings and work groups.
    • Experience working within a government or infrastructure setting is preferred but not required.
    • Experience working with intergovernmental grant programs and reimbursements is preferred.
    • An equivalent combination of education and experience in a related field will be considered pending approval by OEM and the Personnel Department.

    OTHER REQUIREMENTS

    • Must be a Philadelphia resident within six months of appointment and maintain residency for the duration of tenure with the City of Philadelphia.
    • Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six months of hire.
    • Completion of Federal Emergency Management Agency training courses (ICS 100, 200, 700, and 800B) within first month of hire.
    • Ability to physically perform the duties and work in the environmental conditions required of this position.

    Additional Information

    SALARY RANGE: $62,500
