    Job Description

    Position Summary:

    The Office of the Chief Administrative Officer (CAO) is seeking a qualified professional to serve as Project Delivery Manager to support high impact project delivery across the City, beginning with the Resident Service Delivery Initiative (RSDI). This position would also support the management of the Resident Engagement Fund, an administrative process and funding opportunity for City of Philadelphia departments to pay members of the public for their time and expertise when engaging in participatory community engagement activities, such as focus groups or advisory councils, which inform the City’s work. The Project Delivery Manager is a results-oriented individual with strong organizational and communication skills that works well with others and can prioritize projects and accomplishing tasks on time and with attention to detail, accuracy and thoroughness. This is a multi-faceted role that requires an adaptable, resourceful, and dependable team-player. The Project Delivery Manager reports to the Director of Project Delivery.

    Essential Functions:

    In this role, you will:

    Support the day to day management of the Resident Service Delivery Initiative (RSDI). Key responsibilities may include supporting and/or leading efforts to:

    • Provide support and technical assistance to project partners (including RSDI collaborators and individual service improvement project teams) on an as-needed basis to ensure successful project implementation, and help coordinate CAO’s engagement with project partners.
    • Draft resources and instructional materials for RSDI project partners.
    • Track performance management information related to the RSDI, including data collection, data analysis, updating online progress tracking software, and drafting written communications and presentations about RSDI progress and impact.
    • Develop new policies and procedures to enhance RSDI activities.

    Support the day to day management of the Resident Engagement Fund. Key responsibilities may include:

    • Facilitating collaboration and developing consensus of stakeholders on an advisory group or committee, such as to review and approve project applications submitted to the CAO by other departments.
    • Developing structured processes and associated templates for evaluation and continuous improvement.
    • Strategic planning in coordination and alignment with other City of Philadelphia community engagement stakeholders and established practices.
    • Communicating about the Resident Engagement Fund to internal and external audiences, through written resources, presentations, and reports.

    Support the implementation of various CAO projects or initiatives, such as the implementation of online progress tracking software, that innovate or improve City processes and/or service delivery, as deemed necessary by CAO. Key responsibilities may include:

    • Developing a project plan, setting a timeline for key deliverables, and communicating with stakeholders through the project lifecycle.
    • Establishing a community of practice to foster ongoing peer learning and collaboration around a particular skill, capacity, project type, or practice.
    • Creating resources and written materials, including how-to guides, governance documents, or other information.
    • Research and/or policy analysis.
    • Basic data analysis.

    Competencies, Knowledge, Skills and Abilities:

  • Qualifications

    Qualifications

    • 5 (+) years of experience in government, educational institution, or non-profit administration
    • 5 (+) years managing project relationships with colleagues, clients, and/or project stakeholders
    • 5 (+) years in a project or program management role, with a particular focus on leading organizational change activities
    • Knowledge of City of Philadelphia government and/or experience working across City departments is a strong plus.
    • To perform this job successfully, an individual must have mastery in the full suite of Microsoft Office, especially Excel and PowerPoint.
