    Job Description

    The Deputy Commissioner oversees the management of the Department's budget and maintains oversight responsibility for matters pertaining to state, federal and local funding and coordination of departmental programs and projects, including those involving other governmental units. The Deputy Commissioner oversees the Quality Management program to ensure measurement of initiatives and evaluation of programs to ensure quality, value and sustainability.  Work is provided under the direction of the Commissioner of the Department of Behavioral Health and Intellectual disAbility Services.

    ESSENTIAL FUNCTIONS

    • Establishment of administrative, policy, program, quality, and fiscal direction for the components of DBHIDS.
    • Assure coordination of services to both the Medicaid and uninsured individuals requiring services.
    • Development of annual plans and budgets to federal, state, and local government.
    • Responsibility for fostering integrated approaches to service delivery through partnerships with other City agencies such as the Department of Public Health,  Department of Human Services, Office of Homeless Services and the Managing Director’s Office of Criminal Justice and Public Safety;  School District of Philadelphia,  as well as community stakeholders, including those with lived experience and their families.
    • Responsibility for fostering family, consumer, and provider involvement in the development of program policy and operations and for assuring the availability of education, training and technical assistance support for families, consumers and providers.

    EDUCATION AND EXPERIENCE

    • Master’s degree,  or higher in behavioral health discipline, business administration, or related field.
    • 10+ years’ experience in a senior management role in a large state or local program involved in the provision, development or oversight of mental health / drug and alcohol services.
    • Experience with managed behavioral health and / or mental health policies, principles and approaches.
    • Experience working with political system, elected officials, constituents and advocacy organizations.
    • Experience working in an urban environment and a demonstrated appreciation for cultural, ethnic and racial diversity.
    • Experience managing organizational and cultural changes of systems.
    • Reputation for innovation, bold leadership, vision and a commitment to partnership service delivery models.

    COMPETENCIES, KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of:

    • Interrelationships between behavioral health and other social determinants of health, such as health, human services, homeless programs, the criminal justice system and the public education system.
    • Extensive programmatic knowledge of behavioral health, mental health, substance abuse or related program area.

    Skills in:

    • Unflappable leadership skill.
    • Excellent communication skills, oral and written, noted for clarity.
    • Strong interpersonal skills that support a collegial style of leadership.
    • Decisive abilities that support the vision.
    • Ability to function within a political environment without being political, politically savvy.

    Ability to:

    • Establish the organization as a cohesive unit of behavioral health services and services for mental health, substance use disorders, and intellectual disabilities..
    • Develop a client centered and community informed programmatic and clinical vision for the system.
    • Develop and improve access to services and a comprehensive service system and, enhance the services across the lifespan and across the organization.
    • Develop standards that address quality of services and standards of care that are widely accepted.
    • Develop and enhance the cultural competency and capacity of the private provider system and community.
    • Leverage the inherent flexibility of a behavioral health managed care system to address program needs and expand services.
    • Integrate organization-wide project management, strategic planning and quality improvement principles
    • Support the reform and development of the behavioral health system to reflect a similar level of innovation and comprehensive services for consumers, children, and their families.
