    Job Description

    The Data Analyst is an employee of the Mayor’s Office of Education (MOE), who is responsible for data management, analysis, visualization and technical support. More specifically, the Data Analyst manages the data collection efforts and storage process by gathering multiple data sets from a variety of sources and combining them to build informative and comprehensive reports for various stakeholders. The Data Analyst supports ongoing projects by providing technical data expertise and engaging others to understand, develop, and use relevant data tools, processes, and methodologies. The Data Analyst is expected to take complicated problems and to build simple frameworks to help MOE staff and partners make better decisions. Data Analyst works under the supervision of the Data Manager.

    ESSENTIAL FUNCTIONS

    DATA MANAGEMENT, ANALYTICS, AND VISUALIZATION

    • Pulls out and cleans data, analyzes it and communicates it to relevant stakeholders.
    • Uses data visualization tools and incorporates into relevant reports.
    • Creates and manages existing or recommended data tracking tools and/or systems
    • Assists in the preparation of and submission of relevant reports, as needed.
    • Assesses, tests, and implements new or data management processes and systems.

    TECHNICAL SUPPORT AND EVALUATION

    • Provides technical expertise on data storage structures, data mining, and data cleansing.
    • Supports staff in the collection of data to meet reporting requirements.
    • Trains end users on utilization and interpretation of new reports and dashboards.
    • Supports needs assessments, monitor data collection analyze sources of disparate data streams.
    • Analyzes spatial data and designs digital maps using mapping software.

    QUALIFICATIONS (EDUCATION AND EXPERIENCE)

    • Bachelor’s degree or equivalent work experience (Information Systems, Computer Science, Statistics or Economics/Finance).
    • Experience using ArcGIS or QGIS, required.
    • Experience using Tableau, preferred.
    • Experience in version control and reproducibility (GitHub, GitLab, etc.), preferred.
    • Knowledge of the education system in Pennsylvania, preferred.
    • Must be comfortable with the use of data to drive decisions.

    COMPETENCIES, KNOWLEDGE, SKILLS AND ABILITIES

    • Demonstrated experience in handling large data sets and relational databases.
    • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, Stata or R).
    • Experience with using data in an education, community, or social services setting.
    • Identifies and analyzes problems weighing the relevance and accuracy of available information.
    • Generates and evaluates alternative solutions and makes effective and timely decisions.
    • Ability to identify research questions and find answers independently using a methodological and logical approach.
    • Demonstrated ability to handle complex and multiple tasks in a professional and efficient manner.
    • Critical thinking and strong analytical and technical skills.
    • Strong organizational skills and attention to detail.
    • Must maintain a strict code of ethics in working with highly confidential data.
    • Excellent written and oral communication skills.

    Additional Information

    SALARY RANGE: $55,000-$65,000
