    Job Description

    POSITION SUMMARY

    The Finance Coordinator is an employee of the Mayor’s Office of Education (MOE) who works on the day to day financial transactions for MOE. The core functions of this position are Financial Monitoring and Reporting, Budget Development and Oversight and Accountability. More specifically, the coordinator supports senior leadership in department by monitoring, tracking, and providing documentation to capture the financial health of MOE funds and budget. Work for this role is conducted under the supervision of the Director of Finance and Administration.

    ESSENTIAL FUNCTIONS

    Financial monitoring

    • Manage daily transactions such as funding certification requests, encumbrances, work orders, payment review and approval, and liquidations of operating budget funds.
    • Be responsible for operating budget transactions for the administrative costs of MOE.
    • Use the City of Philadelphia’s financial system for financial oversight, analysis, and reporting. 
    • Work with other city and external agencies to track finances by project: e.g., budgeted vs. actual expenditures; contracts, and contract amendments.
    • Coordinate payment request review and approval processes; review requests for adherence with City and MOE initiative budgets; and approve financial aspects of payment requests (e.g., validate funding codes and payment request totals and sub-totals).
    • Produce regular and ad hoc analyses to support budget development and performance measurement and improvement processes as needed.

    Budget development

    • Support MOE senior management and assist with MOE portions of City operating budget development.

    Financial reports and documents

    • Produce financial reports as required for various stakeholders including the Office of the Director of Finance, City Council, MOE office staff, and the general public.
    • Work with the Office of the Director of Finance, the Budget Office and others on any information needed for the City budget, Five-Year Plan, City Manager’s report, or other plans or reports.

    Oversight and accountability

    • Carry out/ ensure compliance with systems and procedures for financial management, tracking & reporting.
    • Provide any other information that may be needed for auditing purposes or other third-party reviews of MOE finances.

    Other

    • Assist with RFP processes and contract management as appropriate.
    • Assist with contract processing and administration as needed.

     

    COMPETENCIES, KNOWLEDGE, SKILLS AND ABILITIES

    • Proficiency with Microsoft Office products in general and expertise with Excel in particular.
    • Ability to effectively collaborate and communicate with stakeholders inside and outside the City of Philadelphia.
    • Demonstrated ability to handle complex and multiple tasks in a professional and efficient manner.
    • Critical thinking and strong analytical and technical skills.
    • Strong organizational skills and attention to detail.
    • Ability to prepare and interpret financial reports and statements.
    • Commitment to MOE principles, processes and outcomes.
  • Qualifications

    Qualifications

    • A Bachelor’s degree is preferred

    • Minimum of four years professional, relevant experience in accounting, finance or bookkeeping desirable.

    • Familiarity with City of Philadelphia financial and contract management systems, such as FAMIS, ADPICS, ACIS is strongly preferred.

    • Familiarity with workflow management systems such as DocuSign and the ability to develop workflow processes as needed, are a plus.

     

    Additional Information

    SALARY: $50,000 -$60,000
