    Job Description

    As the IT Manager you will be responsible for directing the program to develop, maintain and leverage technology architecture across the organization. Reporting to the Police IT Director, you will lead and grow a team of platform engineering staff and be a key influencer in driving technology, modernization and optimization strategies for Public Safety. You will also partner with IT leadership across City of Philadelphia departments to support the business strategies. As part of this work, you will have responsibility for making recommendations clearly linked to the department’s strategic goals. You should have a results-oriented mindset and foster an environment of continuous improvement. THE SUCCESSFUL CANDIDATE MUST RESIDE IN THE CITY OF PHILADELPHIA OR ESTABLISH PRIMARY RESIDENCE IN THE CITY OF PHILADELPHIA WITHIN 6 MONTHS OF EMPLOYMENT AND IS REQUIRED TO SUBMIT TO AND PASS A CJIS (CRIMINAL JUSTICE INFORMATION SECURITY) FINGERPRINT CHECK AS A CONDITION OF EMPLOYMENT.

    ESSENTIAL FUNCTIONS

    • Establish and maintain the Police Public Safety enterprise architecture strategy, including the formal architectural framework and roadmaps.
    • Build strong governance of technology to ensure safe and sound business solutions (availability, performance, security, scalability, and interoperability).
    • Enable, guide and motivate a platform engineering team to define, achieve and maintain exceptional performance in architectural domains.
    • Consult IT leadership on technology and architecture topics in order to improve efficiency and delivery opportunities through automation and continuous improvement.
    • Evaluate Police/Public Safety projects and makes recommendations regarding infrastructure and service needs
    • Recommend appropriate hardware and software, prepares cost comparisons of equipment and software considered for purchasing.
    • Review and make recommendations on system implementations including but not limited to: analyzing user needs, processes and workflows, government reporting requirements and
    • Work with internal IT resources, Public Safety and central OIT staff to resolve problems affecting Police/Public Safety
    • Confer with central IT agency (OIT) Enterprise Architecture team for understanding of, and engagement in, architectural standards, approaches and objectives.
    • Ensure understanding of architectural standards, approaches and objectives while forging strong working relationships with internal IT team and department stakeholders.
    • Understand the methodologies and best practices to address cyber security threats
    • Ensure continuous, efficient and responsive support for Police/Publics Safety strategic goals and initiatives
    • Confer with Police CJIS Officer to ensure CJIS standards and best practices are met
    • Provide timely and high-quality reports and briefings on architecture roadmap, strategic initiatives and architecture metrics to IT Leadership

    Knowledge

    • Experience implementing top-of-rack/aggregation/distribution switching, converged infrastructure, hyper-converged infrastructure, and software-defined Data Center services
    • Experience with Cloud and Hybrid networks
    • Demonstrable knowledge of database structure and theory
    • Working knowledge of SDLC activities with a focus on continuous improvement
    • Knowledge of federal, state and other regulatory compliance including, but not limited to CJIS, PCI, and HIPAA, is strongly preferred

  • Qualifications

    Qualifications

    • Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field preferred or equivalent combination of education and experience
    • 12 or more years in Information Technology in roles of increasing complexity
    • 8+ years of experience in application development, infrastructure, software & solution architecture with at least 5 years leading teams
    • 2+ years' managing vendor relationships and working with professional engagements
    • Able to provide strong references successfully demonstrating such abilities and experience as defined above
