    AGENCY DESCRIPTION

    The Managing Director manages and oversees the operations of the City. Working with five Cabinet-level Deputies, operational oversight is divided into specific departmental clusters: Health and Human Services, Community and Culture, Community Services, Public Safety and Criminal Justice, and Transportation and Infrastructure. The Community Services cluster oversees several outward-facing programs that provide services directly to the public. These offices and programs focus on enhancing quality of life and improving how citizens engage with their communities and their city government.

    The Office of Immigrant Affairs (OIA) promotes and strengthens the well-being of Philadelphia’s immigrant communities. We do this by recommending and developing policies and programs, which in turn provide opportunity and access to services. We help facilitate the successful inclusion of immigrants into the civic, economic, and cultural life of the city. We also highlight the essential role that immigrants have played and continue to play in our city.

    Job Description The Communications Manager develops and provides communications support to the Department of Licenses and Inspections and advances L&I initiatives. This support includes media relations, print and digital outreach to stakeholders, web content development, public outreach campaigns, and other communications activities as needed.

    ESSENTIAL FUNCTIONS

    • Field and respond to high volume of media inquiries in a timely fashion.
    • Develop and execute communications plans to support L&I’s implementation of technological and building safety initiatives.
    • Draft statements, press releases, and talking points.
    • Secure positive coverage of L&I’s public safety efforts, innovations, and messaging.
    • Strengthen L&I’s website, external and internal email campaigns, and other digital and print communications.
    • Advise L&I on digital strategy and social media participation.

    Qualifications EDUCATION AND EXPERIENCE

    Required

    • At least 5 years experience in a communications field; or at least 3 years experience in communications, plus a related advanced degree; or at least 3 years experience plus at least 2 years experience in public policy, government, politics, marketing, change management, construction, planning, architecture, or engineering.
    • Experience in media relations and building relationships with local members of the press
    • Experience with both digital and traditional communications
    • Experience managing advertising and marketing campaigns

    Preferred

    • Familiarity with, and understanding of, City of Philadelphia municipal operations and departments desired.
    • Experience with change management, especially with regard to technology.
    • Exposure to construction, architecture, urban planning, and/or engineering fields.
    • Experience with data analytics.
    • Experience working with statutes and regulations
    • Experience with Word Press.
    • Fluency in other languages.

    COMPETENCIES, KNOWLEDGE, SKILLS AND ABILITIES

    • Excellent written, verbal, and visual communications skills, including ability to clearly and effectively communicate complex concepts to varied audiences.
    • Ability to work well with subject matter experts and internal and external colleagues.
    • Strong organizational skills, including the ability to handle multiple priorities and deadlines.
    • Interest in learning new things.
    • Ability to exercise sound and independent judgment within general policy guidelines.
    • Calm under pressure, adaptable, good at problem-solving.
    • Excellent self-direction; able to take ownership and produce results.
    • Experience using communications tools (e.g. social media, multimedia storytelling, email marketing, and print) creatively to achieve communications goals.
    • Solid understanding of digital and social media platforms, analytics, and overall landscape.
    • Willing to work extended hours and/or be accessible outside of regular working hours if necessary.

    Additional Information SALARY RANGE: $60,000
