Job Description

OEM is seeking a Program Manager for its Logistics Program to ensure the City of Philadelphia and regional partners maintain a high state of operational readiness through coordination, communication, and vigilance. Candidates for this position should possess a strong desire to work in a fast-paced, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation.

To ensure the overall readiness of the City and OEM, the Logistics Program Manager will ensure that all OEM managed equipment, supplies, facilities, and vehicles remain in a constant state of readiness. This entails that all resources are used and maintained in accordance with the guidance of its funding source and that policies and procedures are developed, trained, and followed. Additionally, the individual will serve as the primary liaison to assist in facilitating inter-city resource sharing.

Successful candidates must be City residents within six months of hire and are required to serve as members of on-call field response teams with 24-hr response requirements during their rotation. OEM staff also periodically work during non-standard hours for extended periods of time, as needed in a field environment, and during activations of Philadelphia’s Emergency Operations Center (EOC). This may include nighttime, weekends, holidays, and during adverse weather. A valid Pennsylvania Driver’s License is required within six months of hire.

Essential Functions

• Serve as the lead manager for development of citywide logistics and resource management plans as well as OEM’s logistics operations.
• Supervise five direct reports in the application of the Logistics Program’s operations and planning.
• Collaborate with city and non-governmental agencies to develop and maintain a suite of plans and procedures including but not limited to: logistics and EOC interface, resource requests and mutual aid, emergency procurement, resource staging, field logistics support, and receiving and distribution operations.
• Work closely with other staff members to ensure that resource management and logistics procedures are accurately identified in all emergency plans.
• Ensure that inventory and maintenance best practices are employed for all assets within their purview to include regular systems checks and audits.
• Develop and train safe practices for personnel in the use of resources.
• Work closely with the Homeland Security Grant Program Manager and other stakeholders for all financial aspects of maintaining all assets.
• Develop and maintain partnerships with a variety of stakeholders from local, state, and federal government as well as community-based organizations, non-profit organizations and private entities.
• Successful completion of required courses to gain working knowledge of general emergency planning procedures and best practices, familiarization with primary stakeholders, and other fundamentals of the practice of emergency management.
• Being safety conscious in all aspects of the position.
• Conducting special projects and performing other work as required.

• Proficiency with Microsoft Office software (Word, PowerPoint, Excel) and ability to use other web based platforms for inventory management, incident management, and mass communication as it relates to on-call responsibilities.
• Working knowledge of various equipment types including: portable radios, small motor equipment, standard and specialty vehicles and trailers, portable HVAC and power equipment, and mass care equipment.
• Ability to obtain specialty certifications after hire, including Commercial Driver’s License and forklift operator.

Work-Life

Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired. OEM personnel will be required to serve in an on-call capacity which may require work outside of typical business hours, for extended periods of time, during states of emergency, in a field environment, in the 24/7 watch center, and during activations of Philadelphia’s Emergency Operations Center (EOC). Example environments include but are not limited to scenes where materials are on fire, around compromised utilities, around compromised structures, near hazardous materials storage that may be compromised, in congregate living settings, in/near crowds, near downed vegetation or other debris, or near flooding and water-damaged materials. All work will be performed while donning a level of personal protective equipment recommended by the incident safety officer and that you are trained on. Example tasks include working at a computer, observing and documenting conditions, staffing an incident command post, communicating with responders or survivors, operating vehicles up to your licensed class, staffing facilities for survivors, transporting materials, being near a site where a serious injury or loss of life has occurred, sitting, standing, walking, climbing, crawling, or lifting/carrying materials. OEM personnel are essential workers.

Qualifications

Training and Experience

• Completion of a bachelor’s degree from an accredited college.
• Experience working within an emergency management or other public safety organization is preferred.
• Experience in supervision and project management.
• Familiarity with the City of Philadelphia is preferred.
• Experience with the National Incident Management System is preferred.
• Experience with disaster and relief operations is preferred.
• Experience planning and executing large events or mobilizing resources is preferred.
• An equivalent combination of education and experience in a related field will be considered with approval by OEM and the Office of Human Resources.

Licenses, Registrations, and Certifications

• Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six months of hire.
• Successful completion of FEMA Independent Study courses (IS 100.a, 200.a, 700.a, and 800.b) within first month of appointment.

Other requirements

• Successful candidate must be a city of Philadelphia resident within six months of hire and maintain residency for the duration of tenure with the City of Philadelphia.
• Ability and willingness to physically perform the duties and work in the environmental conditions required of this position.
• All selected applicants must undergo and successfully complete a background investigation as a condition of placement in this position due to access to public safety and homeland security information.
• A driving record check will be conducted.

• ­ All OEM personnel are “emergency managers first.” During times of disaster, work assignments, schedules, and reporting structures may be altered to meet the incident objectives. Full-time residency within the City of Philadelphia geographic boundaries required within six months of hire. There are no exceptions to this policy.
