- Full-time, Part-time TJJD provides residential treatment services in
community based halfway house facilities for youth who are committed to
the agency. Eligible youth may be placed directly in a halfway house
from the agencys orientation and assessment unit or placed in a halfway
house as a gradual transition from one of the agencys secure
correctional facilities back into their home community. The fundamental
responsibility of a juvenile correctional officer (JCO) is to ensure the
safety and security of the youth and staff assigned to the halfway house
and the public through responsible direct supervision and care of the
youth. In addition, a JCO plays a vital role in facilitating youth
rehabilitation by implementing individual and group behavior
modification strategies in accordance with the TJJD-approved treatment
program, demonstrating the use of active listening techniques in
interactions with youth, assisting youth with problem solving, and
making appropriate referrals as needed to case managers. The JCO V
performs highly complex (senior-level) work as a shift team leader for
the assigned halfway house, which involves leading, directing,
overseeing, coaching, and training assigned JCO I IV employees and
monitoring their duties in the responsible direct supervision and care
of youth and in the maintenance of a safe community-based residential
facility. Properly facilitates youth rehabilitation; ensures facility
cleanliness, sanitation, and youth hygiene; monitors compliance with
applicable policies and procedures and completes required reports.
Assists the JCO Supervisor with staff development, scheduling,
on-the-job training and performance evaluations for JCO staff. Works
under limited supervision with considerable latitude for the use of
initiative and independent judgment. Works shifts as assigned and is
subject to work overtime and be on call. This is a JCO career ladder
position. Placement on the JCO V career ladder is dependent upon
experience and education. Career ladder progression to the highest JCO V
pay level is dependent upon experience and performance. REQUIREMENTS:
High school diploma or equivalent. AND Two years of full-time wage
earning experience that may be any combination of the following: (1)
experience supervising or providing rehabilitation/treatment services to
youth or adults in a residential setting, treatment, or correctional
program (e.g., correctional officer, case manager, counselor, probation
or parole officer); or (2) military experience in a supervisory capacity
as an E-5 or above. Completed undergraduate course hours may be
substituted for up to one year of experience, on a basis of 30 completed
undergraduate course hours for one year of experience. Note: Any degree,
course hours, diploma, or equivalent required to meet minimum
qualifications must be obtained from an accredited educational
institution. Experience requirements may be satisfied by the prorated
part-time equivalent. Any offer of employment is contingent upon
acceptable results from a drug screen conducted for the agency and the
results of the Pre-Employment Medical Exam Report for Hazardous Duty
Positions. Requirements for Continued Employment: * Obtain and maintain
certification in TJJDs approved use of force techniques. * Obtain and
maintain certification in First Aid and CPR. * Successfully complete a
defensive driving course approved by the Texas Education Agency or
driving safety course offered by the State Office of Risk Management
within 90 days after employment in the position or have completed such a
course within three years prior to employment in the position. *
Maintain a driving record that meets the standards of the ten-point
assessment system defined by the Texas Department of Public Safety and
complete the required driving course every three years after completing
the most recent course. MILITARY OCCUPATIONAL SPECIALTY (MOS)
INFORMATION: Additional Military Occupational Specialty (MOS) Code or
Crosswalk information is available from the Texas State Auditors Office
at Criminal Justice MOS Codes. KNOWLEDGE,SKILLS AND ABILITIES: 1.
Knowledge of or ability to acquire knowledge of TJJD programs, policies,
and procedures including safety, security, and facility rules,
regulations, procedures, and practices. 2. Knowledge of adolescent
behavior and counseling and guidance techniques. 3. Knowledge of the
causes of juvenile delinquency and current methods of juvenile offender
treatment. 4. Skill in and willingness to physically restrain youth in
the appropriate manner, maintain order and discipline, and act quickly
in emergencies. 5. Skill in maintaining written files and records. 6.
Skill in verbal and written communications. 7. Skill in identifying
measures or indicators of program and staff performance. 8. Skill in
using logic and reasoning to identify the strengths and weaknesses of
alternative solutions, conclusions, or approaches to problems. 9.
Ability to work with youth in an empathetic and understanding manner and
foster the cooperation of youth in the treatment process. 10. Ability to
remain alert, observant, and physically able to respond appropriately to
work situations or emergencies including, but not limited to, physical
restraint of youth. 11. Ability to communicate effectively with youth
and to explain the progress of the youth to their family members and
other treatment staff. 12. Ability to intervene and correct behavior and
facilitate group discussions and activities. 13. Ability to
appropriately respond to abusive language and conduct in a manner
consistent with instructions received in training. 14. Ability to
interpret and explain policies, procedures, standards, and guidelines to
different audiences. 15. Ability to make clear oral and written
presentations of facts or ideas. 16. Ability to follow ethical standards
and enforce agency policies. 17. Ability to provide effective leadership
and provide training in juvenile correctional officer skills. 18.
Ability to accept and adapt to changes in assignments, methods,
policies, etc. 19. Ability to encourage others to become involved in
solving problems, recognize when a group requires direction, and
effectively interact with a group to guide them to accomplish a task.
